Phu Quoc Outpatient Emergency Facility (the Facility) is a project within the National Outpatient Emergency Project for the period 2025-2030, chaired by the Ministry of Health and sponsored by Vingroup Corporation with 1,000 billion VND towards building a modern outpatient emergency network. The event not only contributes to improving the national medical capacity but also prepares for major international events such as APEC 2027.

During the launching ceremony, Vingroup handed over 8 ambulances and modern medical equipment to the facility. Each vehicle is equipped with a ventilator, an electric shock machine with integrated monitor, a FAST exam portable ultrasound, a 12-lead remote-connected electrocardiograph, an intubation kit with camera, a trauma splint and many other specialized emergency tools.
All equipment is designed and equipped according to international standards EN 1789:2020, recommended by WHO and the American Heart Association, and complies with the National Technical Regulation QCVN 31:2012/BYT of the Ministry of Health of Vietnam. The ambulance system is compact, waterproof, dustproof, and resistant to vibration, suitable for the terrain and climate conditions specific to the island area.
Regarding human resources, the facility gathers more than 40 doctors, nurses, technicians and ambulance drivers who are professionally trained according to international standards, including: cardiopulmonary resuscitation, multiple trauma treatment, first aid at sea and advanced resuscitation transport... ready to go anytime, anywhere.

The goal is to reach the scene within just 8 minutes of receiving the request. Hotline 115 will be officially activated and put into operation in Phu Quoc from October 10, 2025. After receiving the request, the dispatcher will proactively dispatch the nearest ambulance from 3 satellite stations in key areas of Duong Dong, An Thoi, and Ganh Dau to quickly reach the scene and handle the situation in the "golden time" to increase the patient's chance of survival.
In addition, the project will also implement a community first aid training program, equipping essential skills for medical staff, teachers, armed forces, hotel and resort staff, forming a widespread emergency support network, and improving community health safety.

Speaking at the event, Ms. Nguyen Thi Minh Thuy, Provincial Party Committee member, Vice Chairwoman of An Giang Provincial People's Committee, affirmed: " The launch of Phu Quoc Special Zone Emergency Facility is an important step in completing the modern and professional emergency network. The event demonstrates the determination of An Giang province, the Ministry of Health and especially the companionship and dedicated support of Vingroup Corporation in the journey of taking patients as the center, protecting people's health and lives - so that no matter where, in any emergency situation, everyone has access to timely and humane medical services ."

On the side of the Department of Health, Associate Professor, Doctor, Doctor Tran Quang Hien - Provincial Party Committee member, Director of the Department of Health of An Giang province said: " Phu Quoc Emergency Hospital is a particularly meaningful milestone for the people of the Pearl Island. From now on, people and tourists can rest assured that when an incident occurs, people will be protected and given timely emergency care. This is not only a step forward in health care, but also a spread of trust, peace of mind and pride in the quality of Vietnamese health care in the local community."
Phu Quoc is one of the first six localities selected to pilot the model of emergency care outside the hospital. With an area of over 589km², a scattered population, and long distances between medical facilities, while welcoming over 5-7 million visitors each year, Phu Quoc has long faced the “problem of life and death” due to the lack of a professional and timely emergency care system.

Dr. Phung Nam Lam, Deputy General Director of Professional Affairs and Head of the Emergency Resuscitation Subcommittee of Vinmec Healthcare System, emphasized: “The launch of the Phu Quoc Emergency Outpatient Facility is not only a medical project but also an effort of Vingroup in working with the State to create international standard public service models. Where every citizen and every tourist in Phu Quoc is placed in a central position, with medical safety guaranteed right from the scene. We believe that, with thorough investment and a modern operating model, the system will contribute to minimizing risks, improving the effectiveness of public health care and creating a solid foundation for healthcare to effectively respond to emergencies, natural disasters and epidemics .”
The launching of Phu Quoc Outpatient Emergency Facility marks an important step forward in the strategy of enhancing medical capacity and protecting public health, demonstrating effective cooperation between the State, businesses and the Vietnamese healthcare system.
The project not only contributes to realizing the goal of building Phu Quoc into a "green pearl island city" - safe, livable, and of international standard, but also opens the first international standard foreign emergency model, creating the premise for replication nationwide, affirming Vietnam's position as a modern, humane, and self-reliant country on the regional medical map.
