
According to the Ministry of Construction , in Resolution No. 57/2022 of the National Assembly on the investment policy of the Ho Chi Minh City Ring Road 3 construction project, the Ministry of Transport (now the Ministry of Construction) is responsible for presiding over and coordinating with the Ministry of Finance, relevant ministries, branches and localities to develop a plan to recover project investment capital to repay the budget.
The Ministry of Construction has submitted to the Government Decree No. 130/2024/ND-CP, regulating the collection of highway usage fees for vehicles traveling on public highways directly managed and operated by the State.
The Ministry of Construction has also requested Ho Chi Minh City to report to the Prime Minister for consideration of assigning the Ho Chi Minh City People's Committee to manage and exploit the entire Ring Road 3, including the section of the Component Project 1A, Tan Van - Nhon Trach section (phase 1). To implement toll collection, the Ho Chi Minh City People's Committee needs to soon develop a project to exploit assets and organize toll collection according to current regulations.
The Ho Chi Minh City Ring Road 3 project is over 76km long, passing through Ho Chi Minh City, Dong Nai and Tay Ninh, with a total investment of over VND75,378 billion. According to the plan, by December 19, Ho Chi Minh City Ring Road 3 will open 24.1km of expressway and 41.4km of expressway. It is expected that the project will be fully open to traffic on June 30, 2026.
