
According to the Ministry of Construction , in Resolution No. 57/2022 of the National Assembly on the investment policy for the Ho Chi Minh City Ring Road 3 construction project, the Ministry of Transport (now the Ministry of Construction) is responsible for leading and coordinating with the Ministry of Finance, relevant ministries, sectors and localities to develop a plan for recovering investment capital for the project to return to the state budget.
The Ministry of Construction has submitted to the Government Decree No. 130/2024/ND-CP, regulating the collection of tolls for vehicles traveling on expressways owned by the State and directly managed and operated by the State.
The Ministry of Construction has also requested Ho Chi Minh City to report to the Prime Minister for consideration of assigning the Ho Chi Minh City People's Committee to manage and operate the entire Ring Road 3, including the section belonging to Component Project 1A, the Tan Van - Nhon Trach section (phase 1). To implement toll collection, the Ho Chi Minh City People's Committee needs to promptly develop a plan for asset exploitation and organize toll collection in accordance with current regulations.
The Ho Chi Minh City Ring Road 3 project spans over 76km, passing through Ho Chi Minh City, Dong Nai, and Tay Ninh provinces, with a total investment of over 75,378 billion VND. According to the plan, by December 19th, 24.1km of the expressway will be open to traffic, and 41.4km will undergo technical testing. The project is expected to be fully open to traffic by June 30th, 2026.
