Speaking at the meeting, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung emphasized that the workload of implementing works and projects to serve the APEC 2027 Conference is very large. During the implementation process, many tasks arise, requiring departments, branches and localities to concentrate highly, uphold a sense of responsibility, and avoid delays or interruptions.

The Chairman of the Provincial People's Committee requested each member of the Standing Committee of the Provincial People's Committee to directly monitor and remove difficulties and obstacles in the fields under their charge; heads of departments and branches must proactively advise, coordinate and take full responsibility for assigned tasks related to serving APEC 2027.

For projects under the province's responsibility, the Chairman of the Provincial People's Committee assigned the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development of An Giang Province to preside over and coordinate with relevant departments, branches and units to focus on removing obstacles of the two ongoing projects.

Projects of the Department of Science and Technology and other projects with contractors need to be urged and regularly checked for progress to ensure completion on schedule, serving the APEC Summit 2027 in time.

Many projects speed up progress

According to the Department of Construction of An Giang province, the provincial road project DT.975 (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973) started construction on September 24, 2025 and handed over the construction site on October 2, 2025, and is currently under construction.

For the project to build underground technical infrastructure in An Thoi and Duong Dong areas, the Department of Construction has coordinated with units to survey the site and hold a meeting to agree on a plan to relocate the electrical and telecommunications systems and construction site.

Regarding the urban metro line project, section 1 (investment under the form of PPP - BOT contract or other investment forms according to the law), on October 7, 2025, the Department of Construction submitted a report for appraisal of the project investment proposal report (2nd time).

For the APEC Conference Center project (investment in the form of PPP - BT contract), the Department of Construction is coordinating with the departments to advise the Provincial People's Committee to request policies on payment methods for BT contracts (payment by land or payment by money and land) and review proposals for selecting land funds for payment in accordance with regulations.

According to the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development of An Giang Province, the Cua Can Lake Investment Project, in the coming time, the unit will coordinate with Phu Quoc National Park, Department of Agriculture and Environment, Forestry Sub-Department, Center for Natural Resources and Environment Engineering to handle forest land to hand over forest land areas that are eligible for construction before October 15, 2025; complete the plan to utilize forest wood for appraisal and approval.

For the Duong Dong 2 lake investment project, 16/21 bidding packages have been assigned and designated; 5 packages (construction, supervision, insurance, environmental management consulting, auditing) are completing their documents. Survey and project preparation are underway, with approval completed before October 28, 2025; construction contracts signed before October 30, 2025 and construction started on October 30, 2025.

According to the People's Committee of Phu Quoc special economic zone, the unit assigned to be the investor will implement 4 resettlement projects and 4 component projects of compensation, support, resettlement and site clearance.

Specifically, the resettlement areas: An Thoi, Ho Suoi Lon, Cua Can, Ham Ninh have a total scale of 255.07 hectares, expected to create a land fund of about 9,155 resettlement plots, total investment of 5,782 billion VND, implementation time of 15 months from the date of issuance of the emergency order.

For the compensation, support and resettlement component project of Cua Can Lake investment project, the scale is about 338.12 hectares, the total investment is 1,026 billion VND, the implementation period is 23 months from the date of issuance of the emergency order. The compensation, support and resettlement component project of Duong Dong 2 Lake investment project, the scale is about 136.6 hectares, the total investment is 2,950 billion VND, the implementation period is 23 months from the date of issuance of the emergency order.

The Component Project of Compensation, Support and Resettlement of Provincial Road 975 Project (section from DT.973 - Phu Quoc Airport - DT.975 - DT.973), with a total investment of 2,500 billion VND, implementation period of 19 months from the date of issuance of the emergency order. The Component Project of Compensation, Support and Resettlement of APEC Avenue Project, with a total capital of about 1,820 billion VND.

According to the Department of Agriculture and Environment of An Giang province, among the projects and works serving the APEC 2027 Summit Week according to Decision No. 948/QD-TTg, there are 16 projects and works that need to recover land with an area of ​​about more than 1,120 hectares; affecting more than 4,000 households, of which more than 3,100 households are eligible for resettlement arrangements for affected households before land recovery to ensure compliance with the principles of compensation, support and resettlement.

Of the total 16 projects serving APEC in Phu Quoc special economic zone, measurement and counting work has been implemented at 3 projects, the remaining 13 projects are in the preparation stage and will be carried out soon.
