What did Ha Tinh Department of Construction say about the collapse of many beachfront villas after storm No. 10?

On the evening of October 9, speaking with SGGP Newspaper reporter, Deputy Director Nguyen Quoc Ha, Director of the Department of Construction of Ha Tinh province, said that the unit is establishing an inspection team to evaluate, clarify and determine the cause of many villas at the Hoa Tien Xuan Thanh Project (in Xuan Thanh Tourist Area, Tien Dien Commune, Ha Tinh Province) collapsing and being severely damaged after the recent storm No. 10.

In the immediate future, the Department of Construction of Ha Tinh province is preparing a document to request the locality and the enterprise (the project investor Hong Lam Xuan Thanh Joint Stock Company) to submit a report to the department as a basis for inspection according to the correct procedure. In addition to the departments of the Department of Construction of Ha Tinh province, the department will also invite the Ha Tinh Construction Association to join the inspection team.

The inspection is expected to take place late or early next week and last about two days.

Responding to the question of who is responsible for the process of examining the design, construction, quality and acceptance of the above project to put it into use, Mr. Nguyen Quoc Ha said that based on Decree 15 of 2013 and a number of guiding Circulars such as Circular 21, Circular 46, Circular 08..., this project is not subject to State agencies' inspection of acceptance work to put it into use, but the main and basic responsibility belongs to the authority of the investor.

Behind the investor are related units such as project management board, design consulting unit, supervision consulting unit, construction unit. Later, the authority is delegated to the local state management agency on construction to inspect the acceptance work.

However, Mr. Ha said that when this incident occurs, state agencies cannot stand aside.

Mr. Nguyen Quoc Ha added that the Department of Construction of Ha Tinh province had granted a construction permit for this project since 2016. Currently, the department is also requesting relevant departments to report on the implementation process from 2016 to present. Has the department's specialized agency conducted any periodic inspections of this project?

Responding to people's reflections on the quality of the villas, such as: no pile foundation, weak structure, no breakwater in front of the villas facing the sea..., Mr. Nguyen Quoc Ha said that these are only the initial reflections of the people, and in terms of expertise, it is necessary to check carefully, based on scientific basis, then we can give an accurate answer.

Previously, after the impact of storm No. 10, many villas at Hoa Tien Xuan Thanh Project were severely damaged, with estimated losses of up to billions of VND. Among these, many villas near the sea were almost completely collapsed.

At the scene, the load-bearing wall system of many villas was cracked, broken, and collapsed, revealing the foundation which was built quite shallow, the structure was quite simple, was deeply hollowed, and had large gaps; concrete blocks, walls, bricks, stones, steel, doors... collapsed and lay scattered.

The furniture and interiors of the luxury villas, such as tables, chairs, beds, wardrobes, bathtubs, etc., were severely damaged and were in disrepair; many rooms were left with only the walls and rubble. It is known that these villas are usually rented out during the tourist season and are mostly empty. The recent incident did not cause any human casualties.

In recent days, the investor has mobilized workers, vehicles, and machinery to dig sand on the beach, and used thousands of sandbags to build a temporary breakwater to block the waves in front of the row of villas facing the sea.

It is expected that in the future, the investor will build a solid concrete embankment.
