
Attending the conference were representatives of leaders of departments, agencies of Ho Chi Minh City and 196 notary organizations in Ho Chi Minh City. Deputy Director of Ho Chi Minh City Department of Justice Nguyen Thi Phuong Ngoc chaired the conference.
Speaking at the opening of the conference, Deputy Director of the Ho Chi Minh City Department of Justice Nguyen Thi Phuong Ngoc said that the Law on Amendments and Supplements to a Number of Articles of the Law on Notarization, which takes effect from July 1, 2025, for the first time stipulates electronic notarization, recognizes the legal value of electronic notarized documents, opening a new era in the management, storage and exploitation of digital notarized data.
Recently, the Ho Chi Minh City Department of Justice has proactively deployed the application of information technology in notary activities with a shared database connected to the cadastral database; at the same time, gradually implemented the connection of registration and tax notary procedures in the spirit of Resolution 172/NQ-CP of the Government on the policy of developing the notary profession.
To effectively implement electronic notarization, the Ho Chi Minh City Department of Justice hopes to receive the support of the Notary Association, notary organizations and notary teams in Ho Chi Minh City. Each notary needs to proactively learn, improve digital skills, change their professional mindset, and consider digital transformation as a responsibility and opportunity to affirm the current position of the notary profession.
Ms. Lam Quynh Tho, Director of the Ho Chi Minh City Notary Information and Consulting Center, guided conference delegates on the process and steps for performing electronic notarization for legal procedures on justice, civil status, assets of organizations, individuals and related fields.
