At the conference, Deputy Director of the Ho Chi Minh City Department of Justice Phan Thanh Tung said that in the near future, issues related to notarization, operation of notarization databases, certification of people's contracts, etc. will be served in a wide area.
Forecasting that the initial stage after the reorganization will face difficulties, Mr. Tung requested the Notary Information and Consulting Center and related professional departments to continue maintaining a working group to assist the Board of Directors of the Department of Justice to promptly grasp the situation and handle difficulties and problems.
The Notary Information and Consulting Center also needs to take the lead in coordinating with relevant units to pilot the handling of notarized records in different locations to promptly resolve difficulties and limit confusion after implementing the 2024 Notarization Law.

The conference also introduced new features of the notary records management software. The software allows the management and storage of electronic notary records; connects and synchronizes data between notary offices; supports the search of notary history information, prevents duplication and errors; prepares to integrate inter-regional data to meet management requirements in the process of rearranging provincial administrative boundaries.
“Software application is an inevitable trend in the context of digital transformation. All notary offices need to proactively update, not wait until the law takes effect to implement,” Mr. Phan Thanh Tung emphasized.
According to Mr. Nguyen Thanh Bang, Head of the Judicial Support Department, Ho Chi Minh City Department of Justice, the Notary Law 2024 and related documents not only update legal regulations but also tighten the conditions for organizing and operating notary offices. In particular, notaries must certify and protect the legal rights of the people.

Ho Chi Minh City has been closely coordinating with Binh Duong and Ba Ria - Vung Tau provinces in connecting notary data. The information connection aims to support the search and verification of accurate records and help increase transparency in civil transactions, especially in cases of buying, selling and inheriting real estate after administrative unit arrangement.
The 2024 Notary Law supplements regulations, promotes the notary industry to improve service quality, standardize processes and modernize management technology.
