According to the decision, the HCM City Land Registration Office has the function of registering, issuing certificates of land use rights and ownership of assets attached to land, measuring, adjusting, creating cadastral maps, building, managing, operating and exploiting the land information system, providing public services on land and supporting other state management work on land in the HCM City area.

The Ho Chi Minh City Real Estate Registration Office has its main office at 12 Phan Dang Luu, Gia Dinh Ward; the second facility at 321 Phu Loi, Phu Loi Ward; the third facility at 1939 National Highway 55, Long Dien Commune.

Regarding the organizational structure, the HCMC Real Estate Registration Office has a Director and Deputy Directors; and 5 specialized departments including: Administrative - General Department, Planning - Finance Department, Registration and Certificate Issuance Department, Technical Department of Land Administration and Archives, Legal Department and Administrative Reform Control Department.

In addition, Ho Chi Minh City has 38 branches of the Land Registration Office under the City Land Registration Office. Accordingly, each branch of the Land Registration Office is responsible for implementing administrative procedures in the land sector in the area of 2 to 7 communes depending on the unit. Particularly, Branch No. 38 of the Land Registration Office is in charge of the Con Dao special zone. The branches of the Land Registration Office under the City perform the functions, tasks and powers of the Ho Chi Minh City Land Registration Office within the respective areas assigned to them.

Depending on the local conditions and actual situation, the Director of the Department of Agriculture and Environment of Ho Chi Minh City shall submit to competent authorities for consideration and decision to adjust the scope of the inter-commune and ward areas under the responsibility of the branches, ensuring effective and efficient implementation of the functions and tasks of the unit, serving the people and businesses well.
