Proposal to build a 25 km long expressway between Ha Nam and Nam Dinh.

The Ha Nam - Nam Dinh Expressway (CT.11) is being developed in phases, with the section from Phu Ly City, Ha Nam Province to Nam Dinh City, Nam Dinh Province, built to the standard of a complete 4-lane expressway.

The People's Committee of Nam Dinh province has submitted Proposal No. 34/TTr-UBND requesting the Prime Minister to allow the province to prepare a pre-feasibility study report for the construction project of the Ha Nam - Nam Dinh expressway (CT.11), phase 1, from Phu Ly city, Ha Nam province to Nam Dinh city, Nam Dinh province.

According to the plan, the Ha Nam - Nam Dinh expressway (CT.11) starts at Km0+00 (Cau Gie - Ninh Binh expressway, Ha Nam province); its end point intersects with the Ninh Binh - Hai Phong expressway (CT.08), with a total length of approximately 50.6 km.

In Phase 1, the project will invest in the construction of the section from the beginning of the route at Km0+00 (Cau Gie - Ninh Binh Expressway, Ha Nam province) to the intersection with National Highway 10, Nam Dinh City, before 2030 (Phases 2021 - 2025 and 2026 - 2030) with a length of approximately 25.1 km, of which the section through Ha Nam province is about 16.6 km and the section through Nam Dinh province is about 8.5 km.

The route included in the project will be constructed to the standard of a complete 4-lane highway, with emergency stopping lanes on both sides, parallel roads, and service roads on both sides, with a design speed of 100 km/h.

The total investment for Phase I of the project is estimated at approximately 9,400 billion VND, sourced from the central government budget, provincial budget, and other legal capital sources.

The implementation period for Phase I of the project is from 2024 to 2028; all land clearance costs for the section passing through their territories will be borne by the People's Committees of Nam Dinh and Ha Nam provinces.

In Submission No. 34, the People's Committee of Nam Dinh province requested the Government to assign it the authority to implement the project to complete the construction of the Ha Nam - Nam Dinh expressway (CT.11).

For the BOT section (from My Loc toll station in Nam Dinh province to National Highway 10, Nam Dinh city, approximately 3.9 km long), the toll collection period expires in 2028. The People's Committee of Nam Dinh province will negotiate to terminate the contract in 2025 (the project's commencement date) using provincial budget funds to invest in the entire route on a highway scale.

It is known that National Highway 21B, the section from Liem Tuyen, Phu Ly City, Ha Nam Province to National Highway 10, Nam Dinh City, is a major transportation artery connecting Nam Dinh Province and the southern Red River Delta region to Ha Nam Province, Hanoi City, and other northern provinces.

The route is planned to be upgraded to an expressway with a total length of approximately 50 km and a complete 4-lane configuration.

The current route is approximately 25.1 km long, of which the section from Phu Ly (Ha Nam) to My Loc toll station in Nam Dinh province, 21.2 km long, was invested in by the People's Committee of Nam Dinh province under the BT (Build-Transfer) model, with a road scale of class II (4 lanes), roadbed width from 24 - 48m, and has been in operation since 2014; the section from My Loc toll station in Nam Dinh province to National Highway 10, Nam Dinh city, approximately 3.9 km long, was invested in under the BOT (Build-Operate-Transfer) model, completed and opened to traffic in 2012, with the remaining toll collection period until the end of 2028, designed according to urban main street standards.

Currently, the entire route has been in operation for over 10 years and has a very high traffic volume (data from the My Loc BOT toll station in December 2023 showed 18,464 vehicles per day).

Along both sides of the route in Ha Nam and Nam Dinh provinces, there are many industrial zones and clusters that have been and are being developed, many residential areas with high population density, and especially many tourist and spiritual sites such as: Tran Temple, Phu Day - Nam Dinh, Tran Thuong Temple - Ha Nam, Truc Lam Thien Truong Buddhist Center - Nam Dinh...

Currently, this section of the route lacks the construction of a service road system to connect residential areas, industrial zones, clusters, factories, and enterprises to National Highway 21B; the route has many direct intersections, frequently causing traffic congestion, especially during peak hours, weekends, holidays, and particularly during festival seasons when serious traffic jams occur.

Furthermore, the presence of various traffic components on each lane poses a potential risk to traffic safety during operation; the low vehicle speeds mean that the investment in the national highway has not been fully utilized, and it has not strongly promoted the socio-economic development of the locality and region.
