On June 1st, the Hanoi People's Committee sent a document to the Ministry of Construction providing feedback on the pre-feasibility study report for the investment project to build Ring Road 5 - Hanoi Capital Region.
The Hanoi People's Committee basically agrees with the pre-feasibility study report. However, the Hanoi People's Committee requests the Ministry of Construction to study and refine some contents.
For expressway sections and interchanges within the city with a planned cross-section of 120m, the Hanoi People's Committee proposes investing in the main expressway section using central government budget funds, including land acquisition and construction, to a scale of 8 lanes.
According to the Hanoi Department of Construction, the 6-lane option in the basic research document is consistent with current planning. However, the section passing through Hanoi plays a role in connecting the Hanoi- Lao Cai and Cau Gie-Ninh Binh expressways, linking them to the main transportation network for entry and exit to the inner city.
Therefore, the city proposes adding a plan to increase the route's size from 6 to 8 lanes.
Hanoi also proposed not building overpasses across the expressway. According to the development plan, Ring Road 5 is a combined urban rail and transportation route, so it is necessary to study a system of pedestrian underpasses connecting both sides of the route, with sidewalks at least 1 meter wide for pedestrians, and underpasses for heavy vehicles to ensure smooth traffic flow and efficient land use along the route.
The remaining area from the base of the highway embankment to the end of the planning area will be cleared by the City and a parallel road will be constructed using the City's budget.
The Hanoi People's Committee also proposed studying the option of merging the intersection between Ring Road 5 and the Southern Development Axis (within Hanoi) and the intersection between Ring Road 5 and National Highway 38 (within Ninh Binh province) into a single interconnected interchange, located within Hanoi, to facilitate traffic organization, improve route efficiency, and ensure traffic safety.
Regarding the intersection between Ring Road 5 and the Ho Tay - Ba Vi axis and the Hoa Lac - Hoa Binh expressway, the city proposes that the local authorities invest in it as part of a separate project, as it is a complex intersection of multiple roads.
