When administrative units were reorganized, many residents in hamlets far from the center had to travel longer distances to reach the commune's Public Administrative Service Center to carry out administrative procedures. But now, residents in Cho Vam commune can go to their hamlets to receive assistance in resolving administrative procedures. Simultaneously promoting administrative reform and improving the quality of service to citizens and businesses has become a key task for state agencies.
To address administrative procedures and provide online public services at a high rate, contributing to digital transformation, building e-government, and moving towards digital government, digital economy , and digital society, the Cho Vam Commune Public Administrative Service Center has implemented a "Mobile Public Service" model to support citizens and businesses in carrying out administrative procedures every Saturday morning in the hamlets of the commune. With the people at the center of service, officials and civil servants of the Center directly go to residential areas to support the implementation of public administrative services for the people.
Present at the mobile administrative service support session in Phu Quoi hamlet, the mobile task force of the Cho Vam Commune Public Administrative Service Center arrived early in the morning to begin their special workday. Periodically, once or twice a month, the Center's staff bring laptops with internet access and prepare forms to the hamlets to assist residents with administrative procedures. At the support point, the atmosphere was bustling but very friendly and open. Administrative procedures directly related to the people, such as civil registration, notarization, social welfare, and land matters, were all received and processed quickly by the Center's staff. The staff also diligently guided residents on how to submit applications through the online public service portal. Many elderly people were enthusiastic about experiencing technology for the first time and being guided on how to perform administrative procedures on their smartphones.
Mr. Phan Van Giao, residing in Phu Quoi hamlet, happily said: “I find the ‘Mobile Public Service’ model very good. The staff from the Cho Vam Commune Public Administrative Service Center came to the hamlet to provide dedicated guidance and support in resolving administrative procedures quickly and efficiently, so everyone is happy. I hope this model continues to be maintained so that people can have more convenience in carrying out administrative procedures.”
Mr. Nguyen Thanh Hai, also residing in Phu Quoi hamlet, works far away and therefore doesn't have time to go to the Cho Vam Commune Public Administrative Service Center to complete administrative procedures. However, upon hearing that officials from the Center were coming to the hamlet to provide assistance, he immediately came to renew his marriage registration certificate. Mr. Thanh Hai said: "Even though it was Saturday, the officials at the Cho Vam Commune Public Administrative Service Center were still happy to assist and guide people in completing administrative procedures. As a local resident, I feel very happy and hope that this model will continue to be maintained in the future."
The "Mobile Public Service" model not only brings administrative procedures closer to the people but, more importantly, builds public trust in the government. Ms. Nhan Thi Bich Ngoc, Deputy Director of the Cho Vam Commune Public Administrative Service Center, stated: "The model is implemented to facilitate administrative procedures for the people and create a stronger connection between the government and the people. Every two weeks, the Commune Public Administrative Service Center visits each hamlet to assist in resolving administrative procedures, and then coordinates with the hamlet to deliver the results directly to the people's homes."
