On July 8, Prime Minister Pham Minh Chinh signed Decision 819 approving the Fire Prevention and Fighting Infrastructure Planning for the 2021-2030 period, with a vision to 2050.
Accordingly, the goal by 2030 is for Vietnam to develop a synchronous, modern fire prevention and fighting infrastructure, suitable to the conditions of our country, towards meeting the standards of advanced countries in the world ; synchronously connecting with the national technical infrastructure system; controlling the increase in fires and explosions, protecting human life, health and property, protecting the environment, contributing to ensuring national security and social order and safety, with some specific contents.
" Build a network of headquarters, barracks, and facilities serving fire prevention and fighting, with priority given to arranging headquarters of fire prevention, fighting, and rescue police units in urban areas and key areas of fire prevention and fighting, ensuring that each district-level administrative unit has at least one fire prevention, fighting, and rescue police team ," the decision stated.
Fire prevention and fighting infrastructure planning for the 2021-2030 period, with a vision to 2050, sets a goal that by 2030, each district will have at least 1 fire prevention and fighting police and rescue team.
The Government requires investment in facilities, technology, and works serving emergency response, training, command and control, vehicle inspection, and scientific and technological research on fire prevention and rescue... to meet the requirements of building a regular, elite, and modern fire prevention and rescue police force.
The Government requires the synchronous development of a fire protection water supply system, ensuring the necessary flow and pressure requirements according to fire protection standards and regulations; thoroughly exploiting and effectively using water sources for this work.
Vietnam will also develop synchronously all types of transportation to meet fire prevention and fighting requirements; gradually expand and upgrade roads, streets, and alleys in residential areas so that fire trucks can operate in case of fire, explosion, accident, or incident.
The Government noted the need to ensure communication for fire prevention and fighting and rescue work; modernize information infrastructure, command information center system; fire prevention and fighting database management system and incident reporting system...
Decision 819 clearly states the planning of fire prevention and fighting infrastructure until 2030, including: Zoning of fire prevention and fighting infrastructure; development orientation of the network of headquarters, barracks, and works serving fire prevention and fighting; development orientation of the water supply system serving fire prevention and fighting; development orientation of the traffic system serving fire prevention and fighting; development orientation of the communication system serving fire prevention and fighting.
In particular, the fire prevention and fighting infrastructure planning is divided into 6 regions; each region has central and key localities, which are prioritized for investment to support localities in the region and neighboring areas when required.
It is expected that the capital demand for investment in fire prevention and fighting infrastructure (network of headquarters, barracks, works; communication system) for the Fire Prevention and Fighting Police and rescue force by 2030 will be about 89,332 billion VND from the State budget, ODA capital, and local support capital.
Along with that are revenues from compulsory fire and explosion insurance, voluntary contributions, sponsorship from organizations, individuals and other legal sources, mainly from the State budget.
