Deputy Prime Minister Le Minh Khai has just signed Decision 38/QD-TTg approving the Strategy for the development of Vietnam's Social Insurance sector to 2030.
The overall objective of the Strategy is to develop the Vietnamese Social Insurance sector in a professional, modern, effective and efficient manner to effectively implement policies and regimes on social insurance, unemployment insurance and health insurance; gradually and sustainably expand the coverage of social insurance and health insurance towards the goal of universal social insurance and health insurance.
Improve the efficiency of financial management and use of social insurance, unemployment insurance, and health insurance funds in accordance with legal regulations and the principles of centralization, unity, publicity, transparency, and safety.
Investment in insurance funds is carried out in accordance with the provisions of law to ensure safety, sustainability and efficiency.
Innovate and reorganize the apparatus of Vietnam Social Security in a streamlined, professional, modern, effective and efficient manner, meeting the requirements of reforming and modernizing the Vietnam Social Security sector, ensuring proper implementation of the Party's viewpoints and policies, the State's laws, and in accordance with practical situations.
The specific goal by 2025 is to strive to have about 45% of the working-age workforce participating in social insurance, of which farmers and informal sector workers participating in voluntary social insurance account for about 2.5% of the working-age workforce; about 55% of people after retirement age receive pensions, monthly social insurance and social retirement benefits; about 35% of the working-age workforce participate in unemployment insurance; over 95% of the population participates in health insurance.
The satisfaction level of people and businesses with administrative procedure settlement reaches at least 90%. The satisfaction index of social insurance participants is over 85%.
The number of people receiving social insurance and unemployment insurance benefits through non-cash payment methods in urban areas is over 68%.
Promoting digital transformation, improving efficiency and effectiveness of operations: 100% of online public services are provided on various access devices, including mobile devices; 95% of work records of the Vietnam Social Security sector are processed online (except for work records within the scope of state secrets); 100% of social insurance, unemployment insurance, and health insurance participants have electronic transaction accounts and have installed the VssID application - Digital Social Insurance, which can track the payment process, enjoy social insurance, unemployment insurance, and health insurance benefits, look up information, and perform online public services; 100% of people participating in health insurance have been granted a Citizen Identification Card that can be used instead of a health insurance card when going to see a doctor.
One of the main tasks and solutions of the Strategy is to reform administrative procedures; innovate the implementation of the one-stop and one-stop mechanism in handling administrative procedures; further enhance the spirit, sense of responsibility, and attitude of serving the people of civil servants, public employees, and employees in the social insurance sector.
Continue to review and simplify administrative procedures; eliminate unnecessary document components, drastically reduce application forms and declarations with duplicate information, and avoid creating unnecessary new administrative procedures. Publicize and make administrative procedures transparent, improve business processes, and apply information technology to provide public services in the direction that people, organizations, and businesses can submit documents and receive results of administrative procedures regardless of administrative boundaries.
Strictly control the implementation of legal documents regulating administrative procedures and business conditions. Innovate the implementation of the one-stop and one-stop mechanism in handling administrative procedures. Implement online public services throughout the entire process in all areas of social insurance, unemployment insurance, and health insurance. Connect online public services with the National Public Service Portal.
Other tasks and solutions are to innovate, arrange and streamline the organizational apparatus; improve implementation capacity and human resource quality towards effective and efficient operations.
Specifically, submit to the Prime Minister for approval the Project "Research and arrangement of the district-level Social Insurance apparatus under the Vietnam Social Insurance sector according to inter-district areas", including the assessment of the results of the organization of the district-level Social Insurance apparatus, continue to study and propose a plan to arrange the apparatus according to the inter-district areas until 2025, ensuring compliance with the Party's policy in Resolution No. 18-NQ/TW dated October 25, 2017; Resolution No. 37-NQ/TW dated December 24, 2018 and Resolution No. 653/2019/UBTVQH14 dated March 12, 2019 of the National Assembly Standing Committee; ensuring consistency with the arrangement of the Party organization in the next term and in accordance with the practice of the Vietnam Social Insurance sector in organizing the implementation of political tasks.
Implementing reform of the civil service system, improving the quality of civil servants, public employees, and employees in the Social Insurance sector to meet the requirements of the task; using job positions as the basis for recruitment, management, use, and salary payment according to regulations. Strengthening discipline, administrative discipline, and civil service ethics associated with policies on treatment, motivation, and encouragement of civil servants and public employees in performing their duties and tasks.
Improve scientific research and forecasting capacity to serve the work of proposing and recommending law making and policy design; enhance training and fostering of human resources to meet the development requirements of the Vietnam Social Insurance industry.
Continue to modernize the office system associated with arranging and streamlining the organizational apparatus to ensure savings and convenience in serving people, organizations, and businesses, meeting the requirements of information technology development and digital transformation of the Vietnam Social Insurance industry.
