
Impressive numbers
Following the merger of Hai Duong province and Hai Phong city, and the implementation of a two-tiered local government model, Hai Phong city has focused on reforming administrative procedures to best serve its citizens and businesses.
In 2025, Hai Phong city will top the rankings of the Public Administration Reform Index (PAR INDEX) and the Citizen Satisfaction Index with the Services of State Administrative Agencies (SIPAS).
The People's Committee of Hai Phong City has directed the development of internal procedures for handling administrative procedures, ensuring uniformity, consistency, and transparency in implementation; reviewing, reducing, and simplifying unnecessary documents and paperwork, contributing to reducing compliance costs for citizens and businesses. To date, Hai Phong has reduced the processing time for 1,996 administrative procedures; and 100% of administrative procedures are publicly available on the National Database of Administrative Procedures, the city's electronic portal, and the websites of agencies, units, and localities.
Hai Phong has integrated 2,220 online public services on the National Public Service Portal. It has completed the integration of 687 administrative procedures, achieving 100% of those with fees and charges, to provide online payment on the National Public Service Portal and the city's administrative procedure resolution information system.

From January 1, 2026, the receipt and processing of administrative procedures will be carried out on the centralized administrative procedure information system of ministries and agencies and the city's administrative procedure information system. According to the 776 index set on the National Public Service Portal, Hai Phong city's report shows that the city's digitization rate of administrative procedure files and results reached 95.39%; the rate of electronically issued results reached 95.40%; the rate of exploitation and reuse of digitized information and data reached 98.35%, with 672,790 files; the number of electronically certified copies from originals reached 584,272 completed during the reporting period; the online payment rate reached 81.46%, while the direct and other payment methods accounted for 18.54%. The digitization of records, administrative procedure resolution results, issuance of administrative procedure resolution results, and data reuse in the electronic environment have been actively implemented and achieved high results.
Many innovative models
Mr. Nguyen Van Nghiep, Chairman of the People's Committee of Kim Thanh commune, said that from July 1, 2025 to the present, the work of receiving and processing administrative procedures at the commune has been regularly maintained. After one year of operating the two-tiered local government model, many good practices and innovative models have emerged in Kim Thanh commune, such as: the model of youth volunteer teams supporting the Public Administrative Service Center, the "Thursday without appointment, Saturday volunteer" model, "Digital literacy for the people", and "Digital family", which have directly supported people, especially the elderly and those with limited digital skills, in accessing online public services, VNeID, and electronic payments.
According to Trinh Ngoc Anh, Secretary of the Party Committee and Chairman of the People's Council of Dai Son commune, after implementing the two-tiered local government model, the commune has developed many models to receive information from the people and reform administrative procedures to better serve the people and businesses in the commune, such as: the Social Network model: the Facebook page "Dai Son New Day"; the "6 Clear" coordination model in handling interconnected dossiers with tracking forms clearly showing the person in charge, the deadline, and the results; minimizing the situation of "floating" dossiers between levels. Dai Son commune has also implemented a "multi-functional" staff model integrating professional expertise and digital technology with a team of officials seconded from the province and district as "core" to transfer skills to grassroots officials; each specialized department has at least one focal point for digital transformation, supporting colleagues and guiding people in online transactions.

Commune leaders also requested that the central and city governments continue to further decentralize power to localities, especially regarding land-related procedures; that there should be a lead unit when implementing investment projects located in different communes; and that officials be assigned to ensure that the commune's government apparatus operates more effectively and efficiently, better serving the people and businesses…
According to Mr. Nguyen Quang Phuc, Standing Committee Member and Head of the Propaganda and Mass Mobilization Department of the Hai Phong City Party Committee, in the coming time, Hai Phong will continue to implement solutions to expand its development space and ensure that its staff is capable of meeting the requirements and tasks of the new era. The city will continue to further decentralize power to localities to ensure faster processing of administrative procedures for citizens.
