Previously, difficult transportation and complex terrain made it challenging for people in Van Lang to access administrative services. Thanks to the government's attention, infrastructure has improved significantly, but for ethnic minorities, especially the elderly, carrying out administrative procedures still faces many obstacles due to language barriers, limited skills in using documents and forms, and a reluctance to approach government agencies.
Based on that reality, the leaders of Van Lang commune have assigned two additional staff members, one of whom is of the Mong ethnic group, to directly assist the people at the Public Administrative Service Center, bringing the total number of civil servants at the Center to five.
From guiding people through the application process and explaining procedures to communicating in ethnic languages, every step is carried out with dedication, making it easier for people to understand and facilitating the process of resolving their issues.
Ms. Ly Thi Phenh, a Mong ethnic minority official assigned to the Van Lang Commune Public Administrative Service Center, shared: "Many Mong people are unfamiliar with paperwork procedures. When guided in their ethnic language, they understand more easily and feel more comfortable. We always try to support them so they don't have to travel back and forth multiple times."
This approach has yielded practical results. When officials proactively engage with the people and work alongside them, the gap between the government and the people gradually narrows. People are more confident in communicating and handling administrative procedures.
Mr. Tran Van Loi, a resident of Tan Son hamlet, Van Lang commune, said: "Previously, I was quite worried when dealing with paperwork because I didn't understand the procedures. Now, thanks to the dedicated guidance from the officials, everything is smoother and faster."
This support model not only facilitates citizens but also contributes to improving the efficiency of administrative reform and digital transformation at the local level. By mid-May 2026, the Van Lang Commune Public Administrative Service Center had received and processed 1,566 out of 1,591 online administrative procedure applications; the rate of applications processed correctly and ahead of schedule reached 99.93%; the rate of applications submitted online throughout the entire process reached 94.47%; and the rate of document digitization reached 99.7%.
Ms. Nguyen Le Tuyet, Acting Director of the Public Administrative Service Center of Van Lang Commune, said: "The staff at the center always proactively grasp the work and support people in carrying out procedures quickly and efficiently. When people are guided specifically and attentively, their trust in the government is also significantly strengthened."
The reality in Van Lang shows that administrative reform is not just about applying technology or shortening the time it takes to process documents. More importantly, it is about ensuring that all citizens are supported, accompanied, and have equal access to public services during the digital transformation process.
Through concrete actions such as assigning Hmong officials to support the local community, the Van Lang Commune Public Administrative Service Center is gradually building a friendly, people-oriented administration that serves the people with a spirit of responsibility, understanding, and sharing. These practical actions are contributing to building people's trust in the local government in the mountainous Van Lang region.
