In his opening speech, Colonel Nguyen Trung Dac, Political Commissar of the Dien Bien Provincial Military Command, said: There are 19 ethnic groups living together in the province, with diversity in language, customs, speech and writing, of which the Mong ethnic group accounts for 38.12% of the total population.

Therefore, training in ethnic minority languages ​​in general and Mong ethnic languages ​​in particular is a necessary requirement, contributing to improving the effectiveness of mass mobilization work, mobilizing and helping people develop socio -economy.

At the same time, strengthen national defense and security at the grassroots level; enhance national unity, build a strong national defense posture, associated with a strong people's security posture.

The Political Commissar of the Dien Bien Provincial Military Command requested that students strictly follow discipline, actively study and research to grasp the content and program. At the same time, help each other to complete the content and program of the course well, striving to achieve the highest results.

During 2.5 months, 60 trainees were trained and equipped with the skills to listen, understand and speak the Mong ethnic language. From there, they grasped the customs and practices of the ethnic people, improved the effectiveness of propaganda work, and mobilized the ethnic people to properly implement the Party's guidelines and policies, the State's policies and laws; fought against wrong and hostile viewpoints, and divided the great solidarity bloc, and successfully carried out the task of building and defending the Fatherland in the new situation.
