Dien Bien: Strengthening digital transformation in the field of ethnic affairs by 2030

On May 27, 2025, the People's Committee of Dien Bien province issued Plan No. 2309/KH-UBND to implement the Project "Strengthening digital transformation in the field of ethnic affairs by 2030" in the province.

The main objective of the Plan is to raise awareness of leaders, cadres, civil servants, public employees, and workers in state management agencies on ethnic affairs and ethnic minorities in the field of digital transformation. Identify ethnic minorities as the center, subject, target, and driving force to enhance digital transformation in the field of ethnic affairs. At the same time, concretize and organize the synchronous and effective implementation of digital transformation tasks in the field of ethnic affairs in accordance with the policies of the Party, State, and the national digital transformation program.

Accordingly, the Plan sets specific goals to complete the development of the Project implementation plan by the end of 2025; invest in online meeting room equipment at the headquarters of the Department of Ethnic Minorities and Religions. From 2026-2030, the province strives to: 100% of state management agencies on ethnic affairs process work records online; 100% of administrative procedures in the ethnic sector are eligible for full online public services; 100% of cadres, civil servants and public employees are trained in digital transformation. Deploy the application of digital technology and AI in management, operation and implementation of ethnic policies.

Dien Bien enhances information technology application and digital transformation activities.

Along with the development of digital government, Dien Bien also sets out goals for developing digital economy and digital society such as: 50% of enterprises, cooperatives, and ethnic minority households are trained, instructed, and supported to access information on digital technology, digital technology application, and digital transformation in production and business activities; 80% of village and hamlet chiefs and prestigious people in ethnic minorities are trained and instructed on digital transformation; 50% of OCOP subjects are ethnic minority households; 60% of enterprises, cooperatives, and households with OCOP products in ethnic minority areas are traded on e-commerce platforms; 50% of ethnic minority households are OCOP subjects that have booths and electronic payment accounts. Effectively implement policies to support telecommunications and Internet services for ethnic minorities in disadvantaged, remote and isolated areas. Build a pilot model of "smart villages" in ethnic minority and mountainous areas. Build a provincial Ethnic Boarding School that meets the criteria of a "smart school".

To achieve the goal, the Plan sets out 6 specific groups of solutions: Propaganda, dissemination, and transformation of digital awareness; Development of digital infrastructure; Building digital government in the field of ethnic affairs; Development of digital economy in ethnic minority and mountainous areas; Development of digital society in ethnic minority and mountainous areas; Development of digital data.

The plan clearly assigns responsibilities to departments, branches, and localities, and establishes a strict monitoring, reporting, interim and final review mechanism. In particular, the Department of Science and Technology is assigned to guide the Department of Ethnic Minorities and Religions in applying information technology activities in line with the province's digital transformation goals. Advise and propose integrating investment projects on information technology to support servers, network security firewalls, online meeting rooms, and computers for agencies working on ethnic affairs at the provincial and grassroots levels in the province. Advise on developing information and communication infrastructure in ethnic minority areas; ensure digital infrastructure to deploy activities to enhance digital transformation in the ethnic public sector./.
