Issues of concern to voters: 4G mobile coverage for all villages in Long Phieng commune; adding road signs and speed bumps on the national highway in front of schools; implementing policies to provide financial support to households contributing land for rubber cultivation; and ensuring each village receives a computer.

Voter petition: Currently, many villages in Long Phieng commune still lack 4G mobile coverage, or have coverage but with weak signal quality. We request that the competent authorities pay attention and direct telecommunications companies (Vinaphone, Viettel ) to quickly deploy 4G coverage to all villages, in order to facilitate people in carrying out online administrative procedures from home.

The Provincial People's Committee responded: According to the results of the review of areas with weak signal coverage in Son La province, Long Phieng commune does not have any areas with weak signal coverage. Currently, there are 24 mobile communication stations of telecommunication companies operating in the commune, basically covering 100% of the centers of the villages in the area. In the future, the Department of Science and Technology will continue to coordinate with the Commune People's Committee and telecommunication companies to identify any areas with weak signal coverage in the commune (if any).

Voters' petition: Requesting consideration, inspection, and supplementary review of traffic signs, speed bumps, and embankment protection along the road corridor of National Highway 4G, specifically the section running in front of Huoi Mot Ethnic Boarding Secondary School at Km 94 + 000. This section of road frequently experiences traffic accidents due to obstructed visibility and the road's design with curves, bends, and slopes.

The Provincial People's Committee replied: Immediately after receiving the request, the Department of Construction directed the Road Maintenance Management Board to coordinate with the local government and the unit managing and maintaining the road to urgently review the contents of the voters' request and agree on specific handling contents: (1) For the section running in front of the gate of Huoi Mot Ethnic Boarding Secondary School at Km 94 + 000: Add painted lines and speed bumps at Km 93+950 and Km 94+050; add 2 I.444 signs to inform the school area; (2) The section at the intersection of National Highway 4G and Huoi Mot - Nam Man road at KM 97 + 120: Add painted lines and speed bumps at Km 97+090 and Km 97+150. To date, the regular maintenance unit has implemented and completed the above contents.

Voters in communes with rubber plantations have requested that the province provide financial support to households that have contributed land for rubber cultivation to stabilize their livelihoods.

The Provincial People's Committee responded: The voters' request for the province to provide financial support to households contributing land for rubber cultivation to stabilize their lives is legitimate. However, the province's budget is currently limited, therefore, no support policy for rubber growers has been issued at this time. The Provincial People's Committee continues to direct the Department of Agriculture and Environment to advise the Provincial People's Committee to coordinate with the Vietnam Rubber Group and direct relevant departments, the People's Committees of communes and wards, and rubber growers to focus on caring for and improving the quality of rubber plantations to increase productivity and income for rubber growers. The Department of Agriculture and Environment will review and reassess the effectiveness of rubber growing areas in the province; consider and integrate policies supporting agricultural production, poverty reduction, and livelihood transformation (according to programs such as: national targets for building new rural areas, sustainable poverty reduction, and forestry economic development...). At the same time, the Department of Finance, in coordination with localities and businesses, will propose specific support solutions to be submitted to the Provincial People's Committee for consideration during the 2026-2030 period.

Voters suggest: Providing each village with a computer. Currently, management and administration in these villages are mainly done manually, without the application of information technology, resulting in limited efficiency.

The Provincial People's Committee responded: Currently, the digital transformation plan and the information technology infrastructure development plan do not include an investment item for equipping villages, sub-districts, and residential areas with computers. In the past, many communes and wards in the province have proactively implemented the provision of computers to villages, sub-districts, and residential areas using various funding sources, primarily through social mobilization. In the future, the Provincial People's Committee will continue to assign relevant departments and agencies to research and diversify implementation methods to suit the practical conditions of each locality.
