The project to upgrade the section from Km18 to Km80 of National Highway 4B, passing through Lang Son province, is a key transportation project with strategic significance in connecting the center of Lang Son province with the eastern localities of the province, linking with Quang Ninh province and the Northeast region.

This project, jointly invested by the Ministry of Construction and the People's Committee of Lang Son province, is a celebratory project marking the successful conclusion of the 14th National Congress of the Communist Party of Vietnam. The project is funded with nearly 2,300 billion VND from the socio-economic recovery and development program. Spanning over 63 km, the project passes through five communes in Lang Son province: Loc Binh, Na Duong, Loi Bac, Dinh Lap, and Chau Son.

The project commenced with a groundbreaking ceremony on December 28, 2023, and is scheduled for completion in December 2025. Currently, the main components of the project have been largely completed, meeting all technical requirements for putting the road into operation.

The project includes a 10km new section from Km18 to the Loc Binh - Chi Ma intersection of Provincial Road 236, with a 6km new roadbed width of 24.5m and a 4-lane design. A 4km new section from the intersection of Provincial Road 236 to the existing intersection with National Highway 4B will also be constructed with a 12m wide roadbed.

During the implementation process, the Department of Construction of Lang Son province, acting as the investor, proactively reviewed and flexibly managed the project, promptly resolving any arising obstacles. It required contractors to mobilize maximum manpower and equipment, organize multiple construction teams, and work in "three shifts, four teams," working day and night if necessary.

During peak periods, to compensate for delays caused by unforeseen circumstances, the entire project site mobilized 45 construction teams simultaneously, employing nearly 400 pieces of equipment and vehicles, and over 600 engineers, workers, and machine operators. Quality management, technical control, occupational safety, and environmental protection were always prioritized and strictly implemented in accordance with legal regulations.

According to a representative from the Lang Son Provincial Department of Construction, the most challenging period was the construction of the new road, which required leveling mountains and building roads at different elevations, while many other sections required filling in land to create the roadbed. Many areas frequently experienced landslides, so the investor and contractors reinforced the slopes using various methods while construction was underway.

The Department instructed contractors to focus on phased construction, and for roads where the groundwork has been completed, they should promptly lay asphalt, mark road markings, install retaining walls and directional signs...

Ms. Tran Thanh Nhan, Vice Chairman of the People's Committee of Lang Son province, stated that the project's implementation not only signifies investment in infrastructure construction but also reflects a strategic vision in developing transportation infrastructure, creating a solid foundation for improving connectivity and promoting regional linkages. The project contributes to effectively exploiting the province's potential and advantages, enabling rapid, sustainable, and comprehensive development in the future.

The project, completed during the period when Lang Son implemented a two-tiered government model, helped the province connect urban development spaces from the center to remote areas, acting as a driving force for economic and infrastructure development along both sides of the road.

The completion of National Highway 4B is of significant importance in improving the road's operational capacity, reducing transportation costs, and ensuring traffic safety. It also demonstrates Lang Son province's determination to develop transportation infrastructure "leading the way for development".

Furthermore, the determination to implement the project affirms the effectiveness of coordination between the central and local governments, creating a foundation for attracting investment and promoting rapid and sustainable socio-economic development in the future.
