Investigation into the case of an 8th grade male student being chained and beaten by his neighbor

Phong Thai Ward Police (Hue City) are investigating the incident in which an 8th grade student in the commune was chained and beaten by a local resident, causing injuries.

On the morning of July 15, Mr. Le Viet Thanh, Chairman of Phong Thai Ward People's Committee ( Hue City) said that the local government is coordinating with the police to investigate and clarify the case of a child in the commune being chained and beaten by a neighbor.

Previously, Mr. Le VM (born in 1986, residing in Vinh Huong residential group, Phong Thai ward, Hue city) went to Phong Thai ward police to report the incident in which his son, Le VTD (born in 2011, 8th grade student), was chained by Mr. Mai VC (residing in Dong Lam residential group, Phong Thai ward) and beaten with an iron bar.

Mr. M said that on the evening of July 13, D asked to go out with a group of friends and had a conflict with Mr. C's child. After that, the group of teenagers gathered together to throw rocks and beer bottles at Mr. C's corrugated iron roof.

When Mr. C discovered it, the whole group ran away, but he held D back and used a chain to chain one of his legs to a concrete pillar, then beat him with an iron bar. Hearing the screams, some people ran over, discovered D chained, recorded the image and reported the incident to the police.

Upon receiving the news, Phong Thai Ward Police sent officers to work, record the situation to investigate and clarify the incident. Currently, Phong Thai Ward People's Committee also sent officers to visit and encourage D.
