Shaping new growth for the industry and trade sector.

In order to exchange views on new growth orientations and breakthrough solutions for the industry and trade sector in the coming period, the Working Group of the Central Policy and Strategy Committee and the Standing Committee of the Steering Committee for the development of the Project "Strategic solutions to promote double-digit economic growth in the new era - the era of the Vietnamese nation's rise" associated with the summary of Resolution No. 05-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam recently held a working session with the Ministry of Industry and Trade on the above content.

According to the growth scenario for the industry and trade sector in the period 2026-2030, Vietnam will maintain macroeconomic stability, promote integration, reform institutions, and leverage the driving role of industry, energy, and trade. Simultaneously, the industry and trade sector will orient itself towards rapid and sustainable growth, with businesses at its center, developing high-tech processing and manufacturing industries, clean energy, and modern trade.

Three growth scenarios (high, base, low) are flexibly developed to proactively respond to risks and seize opportunities. These scenarios are built within the context of a volatile global economy , and strong digital transformation, green transformation, and supply chain restructuring.

Regarding the implementation orientation of Resolution 05-NQ/TW for the period 2026-2030, it is necessary to focus on building a clean and strong Party; promoting a breakthrough spirit and realizing the double-digit growth target of the industry and trade sector. At the same time, the sector should proactively implement comprehensive reforms towards self-reliance, sustainability, based on productivity, science and technology , innovation, digital transformation, and green transformation. The focus should be on developing high-tech industries and sustainable energy; ensuring energy security; modernizing trade and logistics; improving export quality and the effectiveness of international economic integration.

After three hours of discussion, concluding the meeting, Mr. Nguyen Duc Hien, Deputy Head of the Central Policy and Strategy Committee and the Steering Committee for the project, highly appreciated the serious and responsible preparation and the frank and substantive exchange of opinions from the Ministry of Industry and Trade and related units.

Mr. Nguyen Duc Hien stated that the meeting not only helped to further clarify the contents of the report but also created a consensus on thinking and approach in developing major policy proposals.

Emphasizing the need for innovative approaches, Mr. Nguyen Duc Hien requested that units focus on refining the core proposals of the project in a concise, impactful, and highly innovative manner, clarifying key strategic solutions to promote double-digit growth, and avoiding a broad list of tasks. Inherited content should be reviewed, prioritized, and closely aligned with the new growth targets.

Regarding the action plan, he requested a review, integration, and clarification of its novelty, feasibility, and extent to which it meets growth requirements, while also focusing on core issues in industry, energy, and trade.

Also at the meeting, Deputy Minister of Industry and Trade Phan Thi Thang emphasized the need for a strong shift in thinking regarding the drafting of Resolution No. 05-NQ/TW, focusing on practicality and basing it on supply, demand, and production capacity.

Deputy Minister Phan Thi Thang expressed her hope that the Central Policy and Strategy Committee would play the role of conductor, coordinating overall economic development and overcoming the fragmentation among sectors. At the same time, she emphasized the need to focus on the industrial foundation, small and medium-sized enterprises, and targeted stimulus and investment programs to create sustainable growth momentum for the economy.
