Vietnam's information and communication infrastructure has achieved many remarkable achievements. In particular, the level of information and communication infrastructure popularization is higher than that of high-income developed countries. According to information at the Conference on Announcing the Information and Communication Infrastructure Planning for the 2021-2030 Period, with a vision to 2050, organized by the Ministry of Information and Communications (MIC) on February 23, Vietnam has a higher 4G coverage than high-income developed countries.
Accordingly, 4G coverage in Vietnam is 99.8%, high-income countries have coverage of 99.4%. This is an effort of the information and communications industry in the process of popularizing telecommunications infrastructure, especially wave and computer programs for children to ensure online learning and working. This rate was previously 97%. Of the 7.3 billion people in the world using phones, the rate of smartphones is 63%, while in Vietnam, this figure is more than 84%. This is an effort of the information and communications industry towards the goal of 100% of users having smartphones by the end of 2024. Fiber optic coverage to each household reaches nearly 80% compared to the world average of about 60%. This result aims to achieve the goal of comprehensive digital transformation for the entire population, leaving no one behind in the digital transformation process. Data fees in Vietnam are maintained at a low level, only half of the world average. Thanks to that, everyone has the opportunity to use the Internet and access digital space. The number of old-generation IPv4 addresses has gradually been exhausted, not enough for users and even less enough to develop the digital economy . Countries around the world are accelerating the transition to the new generation IP. Up to now, the rate of using new-generation IPv6 Internet addresses in Vietnam ranks 2nd in ASEAN and 9th globally, above even powerful countries such as China, the US or Canada. This gives Vietnam the basis and potential to accelerate IoT development and promote the digital economy. Vietnam sets high goals in developing information and communication infrastructure, creating infrastructure for the development of digital government, digital economy, and digital society. Information and communication infrastructure is a unified whole based on the connection between the postal network, digital infrastructure, information technology industry infrastructure, national digital transformation platforms and the system to ensure network information security and network security. In Decision No. 36/QD-TTg dated January 11, the Prime Minister assigned the Ministry of Information and Communications to preside over and coordinate with ministries, branches and localities to manage and organize the implementation of the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050. In order for the Planning to be implemented in accordance with the set vision and orientation, the Ministry of Information and Communications has drafted a Plan to implement this Planning and is sending it to the units for comments, expected to be submitted to the Prime Minister for signing and promulgation in the coming time to serve as a basis for implementing the Planning. Ministries and branches, according to their functions, tasks and powers, shall allocate resources and propose policy mechanisms to effectively implement the planning's objectives, ensuring consistency and synchronization with the implementation of the 10-year Socio-Economic Development Strategy 2021-2030, and socio-economic development plans of each sector and locality. At the same time, direct and guide enterprises, especially state-owned enterprises, to develop strategies and production and business plans, and allocate capital to implement this plan. Localities develop and implement plans, projects in their localities to ensure consistency and synchronization with the Plan; increase the shared use of inter-sectoral infrastructure, and strictly manage land funds to serve the implementation of the plan. Corporations and enterprises in the field of information and communications develop and organize the implementation of their development plans and planning in accordance with the Information and Communications Infrastructure Planning for the period 2021 - 2030, with a vision to 2050. At the same time, invest in, upgrade and expand information and communications infrastructure to meet the requirements of economic and social development, ensuring national defense and security, focusing on the key goals and tasks of the planning such as: forming regional postal centers and regional postal centers, national multi-purpose data center clusters, regional multi-purpose data center clusters and regional data centers, deploying and investing in additional international telecommunications cable lines, forming and implementing projects, concentrated information technology parks and members of the software park chain...
