The National Assembly delegation of Dak Lak province worked with agencies and units before the 9th session of the 15th National Assembly.

On the afternoon of April 11, the National Assembly Delegation of Dak Lak province held a working session with the Standing Committee of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and agencies and units before the 9th Session of the 15th National Assembly.

At the working session, after listening to the representative of the Provincial National Assembly Delegation report on the program and expected content of the 9th Session of the 15th National Assembly and the results of the Provincial National Assembly Delegation's activities since the 8th Session up to now, the delegates focused on discussing, contributing many opinions and recommendations, raising difficulties and problems in the process of implementing tasks.

Accordingly, many opinions said that in reality, the implementation of some laws such as the Law on Organization of People's Courts, the Land Law, the Forestry Law, the Housing Law, etc. still faces difficulties due to unclear, untimely, and inconsistent guidance, causing confusion for local authorities and affecting the progress of work settlement for people and businesses. Typical examples include difficulties and obstacles in the management and use of agricultural and forestry land; inconsistencies between the provisions of the Forestry Law and the Land Law on forest leasing and forest valuation; inconsistencies and obstacles in the application of the Housing Law and the Investment Law in approving investment policies for urban development investment projects and housing development projects in the area, etc.

The delegate also reflected on the difficulties in arranging, allocating and disbursing capital for national target programs. At the same time, he said that the province has not yet been assigned the 2025 budget estimate to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (Program 1719). Therefore, he requested the Ministry of Finance to promptly allocate the remaining development investment capital in the 2021-2025 period and promptly announce the 2025 budget estimate so that the locality has a basis to deploy the plan to implement Program 1719.

In addition, the delegate said that the current loan level and the subjects eligible for loans according to Decree No. 28/2022/ND-CP dated April 26, 2022 of the Government are still low, only supporting poor households, so newly escaped poverty households and near-poor households are still likely to fall back into poverty. Therefore, to achieve the goal of sustainable poverty reduction, the delegate suggested increasing the loan level and supplementing and expanding the subjects eligible for loans to near-poor households and households newly escaped from poverty within 36 months to enjoy loan support policies on residential land, housing, production land, and job conversion according to the provisions of Decree No. 28/2022/ND-CP; adding more preferential credit loan sources for poor households to borrow to build and repair houses under the National Target Program for Sustainable Poverty Reduction...

Speaking at the working session, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet said that through a serious and responsible working session, the Provincial National Assembly Delegation received opinions from representatives of the Provincial People's Committee, prosecution agencies, and related units reflecting many problems, difficulties, and shortcomings in the process of performing assigned duties and tasks as well as implementing the socio-economic development of the province. Regarding the proposals and recommendations of the leaders of agencies and units, the Provincial National Assembly Delegation will fully absorb and synthesize them to reflect, recommend, and propose to the National Assembly, the Government, and the Central Ministries and branches in the upcoming 9th Session.
