From heritage conservation, building grassroots cultural life to promoting cinema, fine arts, cultural industry and copyright protection, the results achieved not only affirm the Ministry's state management role but also contribute to building an advanced Vietnamese culture with strong national identity, actively contributing to the country's sustainable development.
Perfecting institutions, a solid foundation for cultural development
During the 2021-2025 term, the Ministry of Culture, Sports and Tourism has always received special attention from Party and State leaders in the cultural field. The phrase "culture" appears frequently in legal documents, especially in directive statements of Party and State leaders.
In the reports presented at the 7th, 8th and 9th sessions of the 15th National Assembly, the content of culture was always comprehensively mentioned, recognized and highly appreciated by the Party and State leaders, and received the consensus and support of the people. Party committees and authorities at all levels also increasingly recognize the role of culture, "culture must be placed on par with economics, politics and society", thereby strengthening leadership and directing more effectively for cultural development. This is a source of encouragement and motivation for the whole industry to continue to strive.
The Government and the Prime Minister have always paid close attention to directing the work of law-making, institutional improvement, development and promulgation of many management and operation policies, promptly removing difficulties and obstacles, promoting the development of cultural fields. The Government has directed the Ministry of Culture, Sports and Tourism to develop and advise competent authorities to review and promulgate 122 important normative documents, directives and operation documents in the fields of operation of the Industry.
The change in awareness and thinking from "doing culture" to "state management of culture" is increasingly improved and perfected, approaching in depth. Closely following the orientation of the Resolution of the 13th National Party Congress, identifying the synchronous completion of institutions as one of the three strategic breakthroughs, the Ministry has proactively sought resources and proactively proposed to competent authorities for approval to continue perfecting institutions and policies.
The Ministry of Culture, Sports and Tourism has developed and advised competent authorities to review and promulgate 122 important normative documents, directives and management documents in the fields of operation of the Industry (including 4 laws, 29 Decrees, 1 Decision of the Prime Minister, 88 Circulars of the Minister).
In June 2022, the Cinema Law was passed by the National Assembly. The Cinema Law 2022 will take effect from January 1, 2023, with the aim of creating a breakthrough legal framework with a long-term vision to develop cinema into a true cultural industry and an economic sector in Vietnam.
The Law on Cultural Heritage, passed by the National Assembly in November 2024 and effective from July 1, 2025, has fully institutionalized the Party and State's guidelines and policies on culture and cultural heritage. The Law clearly demonstrates the principle of strong decentralization and delegation of power, while reforming and simplifying administrative procedures.
Thoroughly grasping the Prime Minister's guiding viewpoint of "turning heritage into assets", along with the Law on Cultural Heritage, the Ministry of Culture, Sports and Tourism has advised the Government and the National Assembly to issue 2 Decrees, the Prime Minister to issue 2 Programs, 1 Decision and the Minister to issue 4 important Circulars related to heritage to strengthen the conservation and promotion of cultural heritage values, and at the same time exploit heritage reasonably to create resources for sustainable socio-economic development.
Last June, at the 9th session, the 15th National Assembly passed the Law amending and supplementing a number of articles of the Law on Advertising (Law No. 75/2025/QH15). This document will officially take effect from January 1, 2026, marking an important step forward in perfecting the legal framework, creating a foundation for the Vietnamese advertising industry to develop sustainably, transparently and in line with the context of digital transformation. The amended Law on Advertising has contributed to protecting consumers, making information transparent, promoting a professional advertising environment, creating a modern legal corridor, and strengthening the effectiveness of state management.
Culture of breakthrough development and widespread dissemination
On a solid legal foundation, cultural activities in the 2020-2025 term have made remarkable and comprehensive progress, from heritage, grassroots cultural life, cinema, fine arts to creative industries.
In particular, UNESCO has recognized Ha Long Bay - Cat Ba Archipelago as World Cultural and Natural Heritages (September 2023); Yen Tu - Vinh Nghiem - Con Son - Kiep Bac Complex of Scenic Landscapes and Monuments and Phong Nha - Ke Bang National Park and Hin Nam No National Park - Laos as inter-national heritages (July 2025), bringing the total number of world cultural and natural heritages in Vietnam to 9, affirming the outstanding global value of Vietnamese culture and nature.
In addition, this term marked the collection of musician Hoang Van recognized by UNESCO as a World Documentary Heritage. Along with three Documentary Heritages of the Asia-Pacific region (Ma Nhai stele at Ngu Hanh Son scenic spot, Da Nang; Han Nom documents of Truong Luu village, Ha Tinh (1689-1943); Reliefs cast on nine bronze cauldrons in Hue Imperial Palace); bringing the total number of Vietnam's documentary heritages recognized by UNESCO to 11 heritages. In December 2024, the Festival of Lady Chua Xu of Sam Mountain was recognized by UNESCO as a Representative Intangible Cultural Heritage of Humanity...
The work of ranking relics has also made great progress. Archaeological activities have been promoted with hundreds of exploration and excavation licenses granted. Notably, many relics after restoration and embellishment have become unique cultural products, attractive tourist destinations, contributing to the transformation of the local economic structure, creating jobs for tens of thousands of workers.
As of May 2025, the country has inventoried nearly 70,000 intangible cultural heritages, of which 271 heritages have been included in the National List of Intangible Cultural Heritages. The museum system has also developed remarkably with 204 museums (127 public, 78 non-public) preserving over 4 million artifacts. The Ministry has submitted to the Prime Minister for recognition of 112 national treasures, bringing the total number of specially protected treasures to 327 artifacts and groups of artifacts.
The Government and the Prime Minister have issued many directives, helping to improve the grassroots cultural institutions system. The Ministry has organized nearly 100 regional and national cultural events, and inspected and supervised festival activities in localities, ensuring that festivals take place safely and civilly. The movement "All people unite to build a cultural life" continues to spread widely, associated with the development of a set of criteria for family conduct and new ethical and lifestyle models suitable for each sector and each locality.
Library activities are focused on investment and modernization. More than 100 provincial, district and university libraries have been newly built with modern equipment, meeting the people's needs for study, research and entertainment, contributing to improving people's knowledge and promoting a learning society.
The diversity and rich cultural identity of ethnic minorities are of special concern to the Ministry of Culture, Sports and Tourism. The Ministry has issued a Circular and implemented many typical projects such as "Preserving and promoting the values of folk songs, dances and music of ethnic minorities associated with tourism development in the period 2021-2030"; "Organizing periodic festivals, cultural, sports and tourism festivals of ethnic groups in regions and nationwide until 2035".
At the same time, the Digital Transformation project to preserve and promote the traditional cultural values of 54 Vietnamese ethnic groups has been implemented, creating an environment for education, research and tourism development at the Vietnam Ethnic Culture and Tourism Village. These activities not only preserve heritage but also promote exchange, understanding and strengthen national solidarity.
The film industry has made significant changes after the Cinema Law was amended and supplemented. The Ministry has effectively organized film weeks and film campaigns to celebrate major holidays; established a film inspection team on cyberspace, classified 197 films (1,413 episodes), received 646 popular film notifications, processed and digitized 455 files. Meanwhile, fine arts and photography continue to develop vigorously.
The Ministry has issued a plan to build a monument to President Ho Chi Minh for the period 2025-2030, with a vision to 2045; organized creative camps and exhibitions, helping artists access major events and publish new works. Every year, the country has more than 1,000 fine arts and photography exhibitions, contributing to introducing Vietnamese culture and art to the world, enhancing international exchange and cooperation.
In particular, on the occasion of the 80th anniversary of National Day September 2, the National Achievements Exhibition, organized by the Ministry of Culture, Sports and Tourism as the standing agency from August 28 to September 15, became an important cultural and political event, attracting over 10 million visitors. Continuing to leave a strong impression, is a vivid proof of the viewpoint that all cultural activities originate from the people and serve the people... The cultural industry is becoming a key economic sector, contributing an estimated 1,059 trillion VND (about 44 billion USD) to the economy. The growth rate of the number of economic establishments operating in this field reached 7.2%/year, the labor force increased by 7.4%/year, showing the strong resilience of creative industries, from publishing, music, cinema to design, and video games.
The outstanding results in the 2020-2025 period show that Vietnamese culture has truly received deep attention. In particular, as the Prime Minister assessed, "culture continues to receive attention and has never achieved as many important results as it does today." With a synchronous institutional foundation, comprehensive breakthroughs in cultural fields and consensus of the entire population, the culture, sports and tourism sector has affirmed its pivotal role in the country's sustainable development, ready to enter a new phase, a phase of advanced culture, imbued with identity and international integration.
