Provincial Delegation of National Assembly Deputies - A Year of Activities

With a sense of responsibility to the voters and the people, in 2024 the Thanh Hoa Provincial Delegation of National Assembly Deputies continuously strived, innovated, and improved the quality and effectiveness of its activities, successfully fulfilling the tasks set out in the fields of legislation, supervision, and decision-making on important national issues.

The Thanh Hoa Provincial Delegation of National Assembly Deputies summarized its work in 2024 and outlined its tasks for 2025.

According to Mai Van Hai, Deputy Head of the Provincial National Assembly Delegation: Closely following the National Assembly 's legislative and ordinance drafting program for 2024, and with a spirit of innovative thinking in lawmaking, the Provincial National Assembly Delegation has proactively developed an implementation plan; at the same time, it regularly updates draft laws and resolutions that have been added or removed from the program to promptly adjust the plan to ensure it is appropriate and adheres to the progress required by the National Assembly Standing Committee and other National Assembly bodies. During the year, the Provincial National Assembly Delegation organized consultations with departments, agencies, localities, and relevant agencies in the province on 41 draft laws. Based on the feedback received, the Provincial National Assembly Delegation listened to diverse opinions from affected parties and departments, thereby compiling comprehensive reports that ensure quality and timeliness as required by the National Assembly Standing Committee and other National Assembly bodies. At the same time, it serves as a basis for National Assembly deputies to study and participate in discussions on draft laws. In particular, National Assembly deputies in the delegation actively participate in conferences, seminars, and forums organized by the Standing Committee of the National Assembly and its affiliated agencies to participate in the review and provide feedback to improve draft laws, resolutions, and important projects related to the National Assembly's activities.

Furthermore, the oversight activities of the National Assembly delegations and individual deputies in 2024 continued to be reformed, combining the review of reports with on-site surveys and inspections, ensuring that the focus was on the core issues, substance, and in-depth analysis of matters of concern to voters. Through oversight, shortcomings, limitations, difficulties, and obstacles were identified, their causes and responsibilities were clearly determined, and solutions and recommendations were proposed to address and resolve these issues or to ensure the strict implementation of policies and laws. At the end of each oversight activity, the delegations submitted reports to relevant agencies and units as required.

The Provincial Delegation of National Assembly Deputies always pays attention to and regularly carries out voter outreach activities, aiming to closely connect with voters to listen to their thoughts and aspirations, and to synthesize their opinions to be reflected in the sessions, and to urge the competent authorities to resolve issues.

In 2024, the Provincial National Assembly Delegation coordinated with the Standing Committees of the People's Councils at all levels and the Standing Committees of the Fatherland Front at all levels to organize 34 direct meetings in districts, towns, and cities throughout the province, with over 6,000 voters participating. In addition, the Provincial National Assembly Delegation also organized 4 thematic meetings with voters on topics such as the draft Law on Social Insurance (amended); the Law on Value Added Tax (amended); the Law on Employment (amended); and issues related to the rights of workers. Furthermore, prior to National Assembly sessions, the Provincial Delegation of National Assembly Deputies requested the Provincial People's Committee, the Vietnam Fatherland Front Committee, the People's Court, the People's Procuracy, and the Provincial Civil Enforcement Department to compile reports on the implementation of tasks and plans, as well as proposals and recommendations related to the functions and duties of these agencies and units. This serves as a basis for National Assembly Deputies to gain a comprehensive understanding of the socio- economic situation, national defense and security, judicial work, and the aspirations and recommendations of voters in the province before attending National Assembly sessions.

At National Assembly sessions, the provincial National Assembly deputies consistently demonstrated a high sense of responsibility, basing their actions on practical experience and expertise in their respective fields. They proactively researched and contributed comprehensively, fully, and responsibly to the legislative agenda and decisions on important national issues. This included 36 speeches delivered in plenary sessions and 60 speeches in group discussions. The speeches in these discussions were meticulously prepared, frankly pointing out difficulties and limitations, and proposing many practical and specific solutions for various sectors and fields. During the questioning sessions, the provincial National Assembly delegation had 5 deputies ask questions and engage in debates on 5 areas of concern to voters...

In addition to participating in the main activities of the National Assembly sessions, the provincial National Assembly deputies also dedicate time to other activities, such as attending sessions of the National Assembly committees of which they are members, as well as many other conferences and seminars; and giving interviews to news agencies, newspapers, and television on pressing issues of concern to voters nationwide. Furthermore, the provincial National Assembly delegation has taken advantage of opportunities to exchange ideas and work with leaders of central ministries and agencies to propose solutions to difficulties and obstacles, seek assistance from ministries and agencies, and exchange experiences with leaders and National Assembly delegations from other provinces and cities to promote the socio-economic development of the province.

It can be affirmed that, through a year of highly responsible work, the Provincial Delegation of National Assembly Deputies and each individual National Assembly Deputy have demonstrated collective intelligence and personal responsibility, actively participating in the activities of the National Assembly and fulfilling the responsibilities entrusted to them by the Party Committee, the government, the voters, and the people.
