Reporting at the meeting, Director of the Department of Home Affairs Tran Thi Kim Hoa said that Quang Nam currently has 37 ethnic groups reflecting with a total population of over 1.5 million people, the proportion of ethnic accounts for about 9.4% of the total population of the province (more than 140 thousand people, in 2019).

In recent times, agencies and localities have promptly issued documents to organize the implementation of preferential regimes and policies in planning, training, fostering, recruiting, and using ethnic minority civil servants and public employees; creating a source of ethnic minority cadres such as the policy of nominating and enrolling students in preparatory university courses according to the general regulations of the Central Government, ensuring the legitimate rights of ethnic minority civil servants and public employees; The work of recruiting, arranging, training, fostering, and rotating ethnic minority cadres has become increasingly routine.
Analyzing and clarifying solutions to improve the quantity and quality of ethnic minority cadres, the representative of the Department of Home Affairs proposed that the Central Government continue to review and supplement appropriate policies, and have a priority mechanism in recruiting ethnic civil servants especially for ethnic areas, areas born and raised in the locality. Consider transferring funding sources for implementing university and postgraduate training for cadres, civil servants and public employees in Sub-project 2, Project 5 of the National Target Program Phase I (2021 - 2025) that has been allocated to Phase II (2026 - 2030) to create conditions for localities to continue implementation.
Speaking at the meeting, Chairman of Quang Nam Provincial People's Committee Le Van Dung affirmed that the locality pays great attention to the training and development of ethnic minority cadres. However, the current cadre team in mountainous areas is facing many difficulties, with a serious shortage in quantity and poor quality, including a huge shortage of teachers.
From local practice, the Chairman of the People's Committee of Quang Nam province recommends that the Central Government should pay attention to and invest in upgrading ethnic boarding schools in districts and provinces; for education and health service officials, recruitment should be based on selection (no exam) to ensure working conditions; for mountainous communes that have met new rural standards, support for civil servants and public employees should not be cut.
Concluding the meeting, Vice Chairwoman of the Ethnic Council Tran Thi Hoa Ry acknowledged and highly appreciated the fact that Quang Nam has issued relatively complete and synchronous documents directing and implementing policies and laws on ethnic minority cadre work in the area.

At the same time, it points out some disadvantages and limitations, such as the lack of ethnic minority cadres, civil servants and public employees, the ethnic structure is not guaranteed, and the capacity is not uniform. The implementation of the nomination system is not effective. The proportion of ethnic minority people who are People's Council representatives without primary political qualifications is still high (25%); the professional qualifications of People's Council delegates at the commune level from college level or higher is only 42.1% and 62.5% of commune-level delegates have primary education. The proportion of ethnic minority cadres holding leadership and management positions at the department level, director and deputy director, is only 2% (2 people); Heads and Deputy heads of specialized departments at the provincial level are only 0.6% (2 people); The number of ethnic minority cadres and civil servants at the commune level who are ethnic minorities has decreased significantly.
The Vice Chairman of the Ethnic Council requested the People's Committee of Quang Nam province to clarify and provide some more information such as: the reasons for the large reduction in the number of ethnic minority cadres and civil servants at the commune level; the difficulties, obstacles, and objective causes from the issuance of the Central Government's policies on ethnic minority cadre work, such as the provisions of the Law on Cadres and Civil Servants; the Law on Public Employees; Government documents, especially the implementation of Decision No. 402 of the Prime Minister stipulating preferential policies in planning, training, fostering, planning, use, recruitment, appointment and other policies related to ethnic minority cadre work.
