From July 2025, the rights of citizens participating in health insurance will be expanded with practical and humane policies.

According to the Social Insurance (BHXH) Region 22, as of June 30, 2025, the regional BHXH had signed health insurance contracts with 68 health insurance medical examination and treatment facilities and was in the process of reviewing and signing new contracts with 4 more health insurance medical examination and treatment facilities.

Mr. Le Van Tien, Deputy Director of the Social Insurance Agency Region 22, stated that the rights of health insurance participants are increasingly expanding and better ensured, and access to health insurance-covered medical examination and treatment services is becoming more convenient. People can access health insurance-covered medical facilities near their residences early, quickly, and conveniently.

The range of medicines, chemicals, and medical supplies at healthcare facilities is becoming increasingly diverse, meeting the healthcare needs of the people. Technical services at health insurance-covered healthcare facilities are expanding and improving in quality, with many new technical services being continuously implemented...

The Social Insurance Agency Region 22 is guiding units in the area to strengthen the dissemination of information, consultation, and explanation of health insurance policies. This includes focusing on the new and key contents of the amended Health Insurance Law of 2024, which will take effect from July 1, 2025.

Accordingly, starting this July, people will be able to receive medical examinations and treatment at home, remotely, and with health insurance coverage, including medication, medical supplies, and reasonable transportation costs in cases requiring emergency referral or inpatient treatment. This is considered a very humane step forward, especially for the elderly, people with chronic diseases, people with disabilities, or residents in remote areas.

According to the new regulations, individuals who have participated in health insurance for 5 consecutive years will have all their co-payment costs covered by the health insurance fund (within the scope of their benefits) if the co-payment amount in the year exceeds 6 times the reference level (14.04 million VND).

A very humane new feature is that people with serious or rare diseases will have their medical examination and treatment costs at specialized facilities fully covered by health insurance, without being required to go through the administrative procedures for referral as before.

This change helps reduce inconvenience, shorten waiting times, improve treatment efficiency, and ensure maximum benefits for patients in the most difficult circumstances.

Furthermore, individuals who have registered for temporary residence for 30 days or more in a new locality will be able to receive medical treatment at their current place of residence without having to return to their original registration location. This new regulation aligns with the current reality of migration for work, study, and employment, while also greatly facilitating timely and proper access to healthcare services.

Also starting in July, more vulnerable groups in society will be supported in participating in health insurance, such as village health workers, part-time workers in villages and residential areas, folk artists and distinguished artists, and victims of human trafficking.

In addition, many groups are granted completely free health insurance cards, such as permanent militia members, people aged 70-75 from near-poor households receiving monthly survivor's benefits, people receiving social retirement benefits, and workers who have reached retirement age but do not yet meet the conditions for receiving a pension...

In addition to expanded benefits, the family-based health insurance policy has also been adjusted to be more flexible. Accordingly, the contribution amount for each member of the household will gradually decrease with the number of participants: the second person pays 70% of the first person's contribution, the third pays 60%, the fourth 50%, and from the fifth person onwards only 40%. This helps reduce the financial burden, especially in areas with difficult socio-economic conditions where large families need to participate in health insurance.
