Senior Lieutenant General Vu Hai San, member of the Party Central Committee, Deputy Minister of National Defense attended and chaired the 2025 Military Enterprise Conference. Also attending were Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; representatives of the leaders of the functional agencies of the Ministry of National Defense, military regions, army corps, services, and arms, along with leaders of military enterprises, economic-defense groups, and the Military Enterprise Association.

The central report at the 2025 Military Enterprise Conference stated that in recent years, Military enterprises have always been active, proactive, flexible, creative, and promptly implemented solutions to improve the effectiveness of leadership, direction, management, and operation; actively organized production and business, completed assigned plans, and developed sustainably; national defense and security in key areas where Military enterprises are located have always been maintained. Weapons and technical equipment products researched and produced by Military enterprises always meet the requirements of military and defense tasks in the new situation; contributing to strengthening defense potential and modernizing the Army. In addition to the effectiveness of production and business activities, enterprises have also performed well the assigned military and defense tasks. Many enterprises are trusted by the Government and the Ministry of National Defense to carry out the construction of key national projects that are both of great economic value and political and military significance... ensuring quantity, quality, and construction progress...

Speaking at the conference, Senior Lieutenant General Vu Hai San emphasized: In the context of the world situation having many rapid and unpredictable developments, with many potential factors of instability... negatively affecting the world economy and greatly affecting the production and business efficiency of Vietnamese enterprises in general and military enterprises in particular, in that situation, the Party and State have had many solutions to curb inflation, stabilize the macro-economy, ensure social security... The National Assembly has promptly issued resolutions on socio-economic development. The Government has resolutely managed and implemented the resolutions of the Party and State in accordance with the actual situation, which is very important for the stability and socio-economic development of the country...

The Deputy Minister of National Defense requested that agencies, units and military enterprises continue to promote the results and achievements in the past time; strengthen the direction of the implementation of military and defense tasks, tasks in strategic areas; continue to perfect the mechanisms and policies of the Ministry of National Defense on the implementation of state management functions and the functions of the representative agency of the owner. Units and enterprises proactively advise and propose to the Central Military Commission and the Ministry of National Defense appropriate solutions to support the development of military enterprises; units under the Ministry that manage enterprises create favorable conditions for affiliated enterprises to promote autonomy in production and business, build long-term, sustainable production and business strategies and investments and make breakthroughs.

In the spirit of sustainable production and business, Major General Hoang Van Sy, Commander of the 15th Army Corps and General Director of the 15th Corporation, emphasized: “To improve management and efficiency in production and business, overcome difficulties and obstacles, the 15th Corporation proactively grasps and strictly implements the Resolution of the Central Military Commission, the directive of the Minister of National Defense on restructuring, innovating and improving the efficiency of business operations; implements the Production and Business Plan in conjunction with the contents of the Project on restructuring and handling the Corporation's finances; strengthens measures to restructure the Corporation to be lean, compact and strong, reducing intermediate steps and indirect apparatus; implements tasks in accordance with policies, orientations, close to reality, correct procedures and norms; leads and directs the effective implementation of solutions in corporate governance and financial management.

Agreeing with the viewpoint of sustainable production and business, Colonel Ngo Minh Thuan, Commander of the 20th Corps, Chairman and General Director of Saigon Newport Corporation, said that the unit focuses on perfecting the apparatus according to the decision of the General Staff, ensuring "streamlining, effectiveness and efficiency". The unit is accelerating investment, expanding the scale of development on 5 business pillars; being flexible in production and business operations to maintain growth rate in the coming term.

The opinions presented at the conference by the units all agreed on the viewpoint of sustainable production and business. Some units requested the Ministry of National Defense to consider allowing them to participate in the construction of new projects funded by the Ministry of National Defense such as: Social housing investment projects and construction of key national projects on roads and high-speed railways in the period of 2025-2030 and the following years...

Innovation, digital transformation

Speaking at the workshop “Innovation, digital transformation, digital economic development”, Major General Dao Minh Dao, Deputy Director of the Department of Finance, Ministry of National Defense, raised the issue: “Digital transformation and digital economic development are not only inevitable trends but also important tasks contributing to building a modern and strong Army. The workshop aims to create opportunities to share knowledge, practical experience and successful digital economic development models, contributing to raising awareness of the role, importance and urgency of digital transformation in economic development; promptly supporting military units and enterprises to grasp the trends of digital technology development, new digital applications, suggesting ideas and strategic directions to develop the digital economy in accordance with the characteristics of industries and fields”.

Senior Lieutenant General Vu Hai San and Senior Lieutenant General Phung Si Tan presented symbols to 28 enterprises with 5 consecutive years of achievements ranked A, financially secure.

According to Ms. Pham Thi Mai Anh, Deputy Director of Digital Banking Division - Military Commercial Joint Stock Bank (MB), digital transformation is a driving force for continuous growth. Talking to us about this issue, Colonel Hoang Anh Tuan, Chairman of TECAPRO said: “Digital transformation is not only the application of technology but also a comprehensive reform of thinking-model-process-people. And when deployed in the right direction, it will create sustainable value and long-term effectiveness for the country's defense, security and economy. With the mission of being a defense enterprise, TECAPRO has continuously developed its research, production, application and technology transfer capacity in the fields of: Information technology, electronics-telecommunications, simulation, environmental treatment, artificial intelligence (AI) ...”.

Colonel Ngo Minh Thuan said: “To meet the requirements of the mission in the new situation, the Corps focuses on strongly and comprehensively implementing the “Digital Transformation Project in Saigon Newport Corporation until 2030; perfecting the “National Digital Seaport - Port Net” platform. The unit continues to pioneer in building “green ports”, “automatic ports/smart ports”, “green transportation”...

At the workshop, the discussions and presentations focused on clarifying issues that need to be answered regarding innovation, digital transformation, and digital economy. The workshop also presented a number of outstanding digital economic solutions and models of pioneering enterprises in digital transformation of the Ministry of National Defense, thereby drawing valuable lessons for application in practice.

On this occasion, the Ministry of National Defense awarded certificates of merit to 21 enterprises with high achievements in production and business activities and management and use of state capital invested in enterprises in the period of 2020-2024, enterprises with an average growth rate of 10% for 5 consecutive years without overdue debt; 28 enterprises were awarded symbols by the Ministry of National Defense for having achieved 5 consecutive years of being ranked A, financially secure.
