The One Commune One Product (OCOP) program is considered a breakthrough solution in the goal of building new rural areas. Accordingly, Ha Tinh continues to develop OCOP products from the local potential and advantages, while upgrading certified products.

New momentum from the OCOP program
In 2018, the OCOP program was implemented by Ha Tinh province. The goal of the program that Ha Tinh proposed is to promote the strengths of traditional products with local advantages on the basis of converting previously spontaneous, small-scale business households and production establishments into production linkages.
Thanks to the OCOP program, many key products of localities in Ha Tinh have increasingly developed, affirming their reputation with consumers, bringing high income to the subjects. In recent times, many establishments, cooperatives, and enterprises in Ha Tinh province have also applied science and technology, invested in modern machinery, and automated production, processing, preservation, and packaging stages, contributing to increasing productivity, improving product quality, diversifying designs, and meeting increasingly stringent market requirements.

Among them is Cuong Nga Honey Cooperative in Quang Diem Commune, Huong Son District. In 2019, the Cooperative was established with 9 official members and linked with dozens of beekeeping households in the area. Mr. Nguyen Van Cuong, Director of the Cooperative, shared: Participating in the OCOP program has created a breakthrough for the Cooperative in changing its thinking, production and business direction.
With the support of the OCOP program, the cooperative has been trained by experts in honey farming and exploitation techniques according to VietGAP standards. In addition, the cooperative has invested nearly 1 billion VND to install a Japanese honey refining machine with an annual capacity of 15,000 liters of honey, with an estimated revenue of more than 6 billion VND. In particular, the cooperative's product consumption market has been expanded to the northern provinces, to the south and is present in a number of supermarkets across the country.

In 2024, the product "Cuong Nga Honey" was voted as a typical rural industrial product nationwide and was recognized as meeting 4-star OCOP standards. This is the first honey product of Huong Son district in particular and Ha Tinh province in general to meet this standard.
The OCOP program of Ha Tinh has achieved important initial results, creating a ripple effect in the community, contributing to increasing income for rural people; initially changing people's awareness from being passive, waiting, and dependent to being self-reliant, autonomous, and creative.
Although it has just joined OCOP in 2021 with a 3-star OCOP fish sauce product, up to now, the development of Phu Sang Seafood Processing Cooperative (Thien Cam town, Cam Xuyen district) has had very positive changes. From traditional, small-scale production, each batch only produced approximately 5,000 liters and sold raw products in cans and bottles, up to now, the Cooperative has applied modern production technology, with a capacity of up to 72,000 liters per batch.

During its operation, the cooperative focuses on creating uniform products in large quantities and constantly improving packaging and labels to attract consumers. At the same time, it proactively registers intellectual property and updates product traceability information via QR codes to create trust for customers and partners.
Currently, the Cooperative has continued to invest 750 million VND in automatic bottling technology, building a showroom to display and introduce products, upgrading from 3-star OCOP to 4-star OCOP. Notably, in early 2024, Phu Sang fish sauce products were exported to the Australian market with a quantity of 15,000 liters.

According to the assessment, the economic sectors participating in investing in the OCOP store system have gradually invested in spacious and modern facilities; the quantity and variety of goods served at the stores are increasingly diverse; OCOP products have clear origins, so they have gradually become a reliable address for customers.
Accordingly, many OCOP entities have transformed their production facilities from small-scale, using traditional production methods into modern, expanded-scale production facilities, developing a variety of goods and business products. Typical examples include Nguyen Lam Production, Trade and Service Cooperative, Hoa Linh Chi Cooperative, Ky Phu Seafood Purchasing and Processing Cooperative, An Phat Science and Technology Company Limited, etc.

Create a strong startup movement
According to Mr. Le Ngoc Ha, Vice Chairman of Cam Xuyen District People's Committee: The goal of the OCOP program is to develop OCOP products to promote the potential and advantages of rural areas and increase people's income; contribute to continuing to restructure the agricultural sector associated with the development of small-scale industries, occupations, services and rural tourism; promote sustainable development of the rural economy, on the basis of enhancing the application of digital transformation and circular economy, preserving cultural values, resource management, biodiversity conservation, landscape and rural environment, contributing to building a new rural area in depth, effectively and sustainably.

The list of OCOP products is increasingly diverse, rich, of good quality and traceable origin. Many products have beautiful, sophisticated and unique designs, promoting the advantages of local resources, traditional culture associated with the application of science and technology, are increasingly trusted and highly appreciated by customers for their quality, gradually affirming their value and reputation in the market, increasing revenue... Products with OCOP certification are carefully and professionally evaluated in many aspects, so they easily gain the trust and support of consumers.

Mr. Ngo Dinh Long, Deputy Chief of the Office of New Rural Development in Ha Tinh province, said: Over the past time, the OCOP program has been actively implemented and achieved certain results. Localities have effectively exploited local resources, created livelihoods, contributed to the development of the rural economy and increased income for people.
According to the report of the Office of New Rural Development Coordination of Ha Tinh province, up to now, the whole province has evaluated and recognized 364 OCOP products, of which 275 products still have valid OCOP certification (15 4-star products, 260 3-star products).
