The Standing Committee of the City Party Committee chaired the meeting.

On the morning of June 3rd, the Standing Committee of the Hue City Party Committee held a conference to review the first year of operation of the overall organizational model of the political system and the two-tiered local government model in the city.

The conference was chaired by comrades: Nguyen Dinh Trung, Member of the Central Committee of the Party, Secretary of the City Party Committee, Head of the City's National Assembly Delegation; Nguyen Khac Toan, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Duc Tien, Permanent Deputy Secretary of the City Party Committee, Chairman of the City People's Council; and Nguyen Chi Tai, Deputy Secretary of the City Party Committee, Chairman of the City Committee of the Vietnam Fatherland Front.

Attending the conference were members of the Standing Committee of the City Party Committee, the Standing Committee of the City People's Council, the City People's Committee, the City Committee of the Vietnam Fatherland Front; and leaders of departments, agencies, and localities in the city.

Strengthening the organizational structure in a streamlined and efficient manner

In his opening remarks at the conference, City Party Secretary Nguyen Dinh Trung emphasized that the reorganization of administrative units and the implementation of a two-tiered local government model is a major policy of the Party and the State aimed at continuing to reform the organizational structure towards a streamlined, effective, and efficient operation, meeting the requirements of national development in the new era.

For Hue , this task was undertaken in a special context, as the locality had just become a centrally-governed city while simultaneously undergoing a revolution in its organizational structure in accordance with the central government's policy. These were two politically significant tasks with historical importance, profoundly impacting the entire political system and social life.

With the determination of the entire political system and the consensus of officials, Party members, and the people, the city has achieved many positive results. The organizational structure has been gradually improved; the operation of government at all levels has become more orderly; administrative reform and digital transformation have been accelerated; and the quality of service to citizens and businesses has been increasingly enhanced.

Reporting at the conference, Vice Chairman of the City People's Committee Nguyen Van Manh stated that a highlight was the streamlining of organizational structures, reducing intermediate layers while still ensuring operational efficiency. Agencies within the political system have been comprehensively restructured to ensure smooth operation. In addition, the city has perfected its system of working regulations, mechanisms for assignment, decentralization, and delegation of power; reformed leadership and management methods towards clear responsibilities, closer contact with the grassroots, and promoted the application of digital technology .

Overview of the conference

One of the notable results is that commune-level governments have been granted more authority, gradually becoming the level directly responsible for handling the majority of issues for citizens and businesses. This clear decentralization has contributed to enhancing the proactive role of local authorities in land management, construction, social welfare, and addressing practical issues.

Administrative reform continues to see many positive changes. The application of digital technology has helped to cut down many intermediaries, shortening the processing time for many administrative procedures by 30-50%. In particular, the implementation of accepting applications regardless of administrative boundaries has facilitated citizens and businesses, reducing travel time and costs. The satisfaction rate of citizens with the service spirit of state administrative agencies in many localities has reached 90-100%.

The city has digitized approximately 1.2 million civil registration records; 100% of educational and medical facilities have implemented electronic records and electronic medical records integrated into the VNeID application. In many communes and wards, the rate of online records has reached 90% to nearly 100%.

Along with achievements in organizational structure, socio-economic development continues to maintain positive growth momentum with GRDP increasing by 8.5% in 2025 and 9.01% in the first quarter of 2026; national defense, security, and social order and safety are maintained; and many important political events are successfully organized.

Comrade Nguyen Dinh Trung, Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the National Assembly Delegation of the city, affirmed that the satisfaction of the people and businesses is the measure of the effectiveness of the two-level local government apparatus.

Besides the achievements, City Party Secretary Nguyen Dinh Trung also frankly pointed out some shortcomings such as the confusion in decentralization and delegation of power in some areas; uneven distribution of human resources at the grassroots level; and a portion of officials and civil servants not fully meeting the requirements of the new period.

From practical implementation, the city has drawn many important lessons. Among them, the unified leadership of the Party committee, the decisive management of the government, and the responsibility of the head of each agency are decisive factors. Decentralization and delegation of power must go hand in hand with resource allocation and mechanisms for accountability; personnel management must be linked to the requirements of digital transformation and modern governance.

Administrative reform, digital transformation, and building a digital government are key priorities.

At the conference, delegates focused on comprehensively evaluating the results achieved after one year of operating the two-tiered local government model, while also analyzing the difficulties and obstacles arising from practice, such as human resource pressure at the grassroots level, digital infrastructure, coordination mechanisms between levels and sectors, and inadequacies in decentralization and delegation of power. Many opinions proposed further improving the quality of the staff, refining job positions, strengthening resources for the grassroots level, promoting digital transformation, and perfecting mechanisms and policies to serve the increasingly effective operation of the model.

In his concluding remarks at the conference, City Party Secretary Nguyen Dinh Trung emphasized that practical experience shows that the two-tiered local government model is not simply a change in organizational structure, but also a comprehensive innovation in the Party's leadership methods, the government's governance methods, and the way of serving the people. The apparatus is streamlined, the gap between the government and the people is shortened; authority is more clearly assigned, and responsibilities are more specifically defined.

To further improve the operational efficiency of the model in the coming period, the City Party Committee requests that all levels and sectors focus on perfecting the two-tiered local government model in conjunction with the reorganization of villages and residential areas; effectively implement Resolution No. 08 of the City Party Committee on improving the quality of grassroots officials; and tighten administrative discipline and order according to the "6 clear" principle: clear person, clear task, clear progress, clear responsibility, clear product, and clear authority.

The city continues to identify administrative reform, digital transformation, and the development of a digital government as key tasks, using the satisfaction of citizens and businesses as a measure of the effectiveness of the administrative apparatus; while focusing on achieving double-digit economic growth, accelerating the progress of key projects, improving the efficiency of public investment disbursement, and removing bottlenecks in infrastructure, planning, and the investment environment.

Emphasizing the core significance of the reform process, City Party Secretary Nguyen Dinh Trung affirmed: The success of the two-tiered local government model must be evaluated by the quality of service to the people, the effectiveness of socio-economic development, the level of satisfaction of citizens and businesses, and the people's trust in the Party and government.

Commendation for collectives and individuals with outstanding achievements in the process of implementing the reorganization of administrative units at all levels and operating the two-tiered local government model.

Within the framework of the conference, Comrade Phan Xuan Toan, Standing Committee member of the City Party Committee and Head of the City Party Committee's Organization Department, disseminated the Political Bureau's Conclusion No. 34-KL/TW dated May 18, 2026, on the arrangement of villages and residential areas and the placement, utilization, and policies for part-time officials at the commune, village, and residential area levels; and the City Party Committee's Resolution No. 08-NQ/TU dated May 20, 2026, on improving the quality of grassroots cadres and civil servants in Hue City by 2030, with a vision to 2045.

On this occasion, the City People's Committee awarded Certificates of Commendation to 3 collectives and 1 individual for their outstanding achievements in the process of implementing the reorganization of administrative units at all levels and operating the two-tiered local government model.
