The new model not only streamlines organizational structures but also brings about significant changes in administrative reform and the building of a government that is closer to and more responsive to the people.
Streamline the organizational structure and improve service efficiency.
From July 1st, 2025, De Gi commune was established by merging the entire area and population of Cat Khanh town, Cat Minh commune, and Cat Tai commune (formerly). Mr. Pham Dung Luan - Secretary of the Party Committee and Chairman of the People's Council of De Gi commune - assessed that the biggest success in the first year was the rapid stabilization of the organization and streamlining of intermediate departments.
The entire system has been streamlined according to the "six clear principles," contributing to improved operational efficiency and public service accountability. In particular, the criterion of "being close to the people, understanding the people, and serving the people" has become an important measure for evaluating the capacity and effectiveness of public service performance.
Recognizing administrative reform as a breakthrough, De Gi commune has strongly shifted from a "management-oriented administration" mindset to a "service-oriented administration." While in June 2025, the commune only handled 164 administrative procedures, by May 2026, the number of procedures reviewed, upgraded, and publicly listed at the Commune Public Administrative Service Center had increased to 422, most of which are fully online public services.
From July 1st, 2025 to the present, the Commune Public Administrative Service Center has received 8,096 administrative procedure dossiers; of which, 7,917 dossiers were processed ahead of schedule, achieving a rate of 97.7%. The rate of overdue dossiers is only 0.7%. Digital transformation has been accelerated, contributing to the formation of an electronic working environment and improving the efficiency of work processing.
The reforms to the administrative apparatus have also received positive support from the people. The spirit of "Party members lead the way, the people follow" continues to spread strongly.

For example, in Thang Kien village, Mr. Nguyen Loi (an elderly Party member) not only participates in contributing ideas to the organizational structure but also sets a good example in environmental sanitation activities, encouraging people to keep the village roads and alleys bright, green, clean, and beautiful.
In Ngai An village, Party Branch Secretary Pham Van Kien and other Party members regularly "go from street to street, knocking on every door" to disseminate the Party's guidelines and the State's policies and laws.
Ms. Nguyen Thi Me (An Nhue village) shared: “Streamlining the administrative apparatus helps the commune government get closer to the people, better serve the people, and makes it easier for people to access the government. We have complete confidence and are very pleased.”
Get close to the people to understand them, listen to them.
If administrative reform is the measure of the effectiveness of the government apparatus, then building a government that is close to the people and respects the people is the foundation for building social trust.
From the beginning of September 2025, De Gi commune implemented the "Saturday Listening to the People" model. Regularly every Saturday morning, commune leaders and specialized departments take turns visiting the cultural centers of the villages to directly dialogue with, receive, and resolve the people's requests and suggestions.
This model quickly gained public support because it created a more open, friendly, and convenient space for exchange compared to traditional methods of receiving suggestions.
During a dialogue session, Ms. Nguyen Thi Kim Chung (Thai Phu village) was deeply moved when the commune leaders directly listened to her and directed a review of her circumstances to consider including her family in the poverty alleviation program. What she appreciated most was not only the policy support but also the approachable and responsible attitude of the officials.

Meanwhile, Mr. Tran Van Sau (Hoa Hiep village) said he felt comfortable coming to report difficulties related to land subdivision procedures because the dialogue atmosphere was open and did not create the pressure he felt when working at administrative agencies.
According to Pham Dung Luan, Secretary of the Party Committee of the commune, when people feel that their voices are heard and responded to promptly, their trust in the government will be strengthened.
Despite the positive results, the operation of the two-tiered local government system still faces some challenges that need to be addressed regarding human resources, budget, and digital infrastructure.
However, these initial difficulties did not diminish the local authorities' determination to build a modern, efficient administration that better serves the people.
"After the merger, the differences between the localities are real. But the people will always support the officials if they truly serve the people. Unity is the greatest strength for De Gi commune to share the same will and aspirations for development and steadily advance into the digital age," Mr. Luan affirmed.
