Ca Mau Newspaper Ca Mau is not only known as a sacred place associated with its geographical location at the southernmost point of the country, but also as a fertile land possessing all the conditions for sustainable economic development. Throughout the 50 years since the liberation of the South and the reunification of the country, Ca Mau has continuously transformed, gradually asserting its position in the Mekong Delta region, especially in attracting investment for socio-economic development.

Ca Mau boasts a unique geographical location, bordered by the sea on three sides, possessing the second-largest mangrove forest ecosystem in the country, and a vast sea area of ​​over 71,000 km². This presents a significant advantage for developing the marine economy, fisheries, renewable energy, and ecotourism. Beyond its abundant marine resources and vast land suitable for high-tech agriculture , Ca Mau is also one of the rare provinces with the potential to simultaneously develop wind, solar, and LNG power.

In recent years, the province has witnessed a significant increase in the number and scale of investment projects. Key projects such as the Ca Mau LNG Power Plant, the coastal wind farm cluster in Dam Doi and Ngoc Hien, and the high-tech, super-intensive shrimp farming area have contributed to changing the local economic landscape.

"Ca Mau province doesn't have as many favorable transportation conditions as other localities, but it possesses unique potential. The important thing is to know how to exploit it effectively and have appropriate policies to attract strategic investors," said Mr. Ngo Van Huynh, Deputy Director of the Department of Finance.

Partnering with businesses

In order to leverage its strengths and attract development resources, Ca Mau province has issued many preferential policies, while continuously reforming administrative procedures, improving service quality, and creating a transparent and open investment environment.

Mr. Ngo Van Huynh stated that the province clearly defines the spirit of accompanying businesses as the core of its investment attraction policy. Businesses are not only investors, but also partners and a force working alongside the local government to develop the economy. Therefore, Ca Mau always proactively listens, resolves difficulties, and creates the most favorable conditions for investors to implement projects quickly and effectively. The province is implementing a series of preferential policies on taxes, land, and administrative procedures. Specifically, for corporate income tax, a rate of 10-17% is applied during the preferential period, with exemptions for 2-4 years and a 50% reduction in subsequent years, depending on the investment sector and location. Land lease fees are exempted or reduced for projects in encouraged investment sectors such as clean energy, seafood processing, and ecotourism. A one-stop shop model is applied, shortening the time for processing investment applications from 30 days to less than 15 working days.

According to statistics from the Department of Finance, the province currently has over 320 active investment projects with a total registered capital of nearly 100,000 billion VND. Among these, projects in sectors such as renewable energy, fisheries, and high-tech agriculture stand out.

Mr. Ngo Van Huynh noted that Ca Mau is one of the leading localities in the country in offshore wind power, with dozens of projects already approved for investment. Regarding aquaculture and high-tech agriculture, many large enterprises have invested in high-tech shrimp farming, processing, and export chains, bringing sustainable export value. As for ecotourism and resorts, with prominent destinations such as Ca Mau Cape National Park, U Minh Ha forest, and Thi Tuong lagoon, the province is calling for investment in community-based tourism areas linked to nature conservation.

"We are not only attracting capital, but also aiming to attract investors with a long-term vision, financial capacity, and technology to develop Ca Mau in a green and sustainable direction," Mr. Huynh emphasized.

Infrastructure breakthroughs - expanding connectivity.

Recognizing the crucial role of infrastructure in attracting investment, in recent years, Ca Mau has been actively investing in key projects such as: the Can Tho - Ca Mau expressway (the section passing through Hau Giang - Bac Lieu - Ca Mau), which shortens travel time from Ho Chi Minh City to Ca Mau; Ca Mau Airport, which is being upgraded to a 4C-class airport, aiming to open more international routes in the future; and the Hon Khoai and Nam Can integrated seaports, which are being modernized to serve maritime cargo and passenger transport.

Improved infrastructure not only enhances Ca Mau's competitiveness in attracting investment but also facilitates the flow of goods and promotes regional linkages with other provinces in the Mekong Delta.

Looking ahead to 2030 and beyond to 2045, Ca Mau aims to become a dynamically developing locality with a green economy, clean industries, high-quality services and tourism, and agriculture applying modern technology. Private investment is considered the main driving force for growth.

"The province will continue to improve its institutions, enhance the quality of its business support staff, and proactively attract and promote investment in a selective manner, prioritizing efficiency and sustainability," Mr. Huynh affirmed.

Amidst the nationwide jubilation celebrating the 50th anniversary of the complete liberation of Southern Vietnam and the reunification of the country, Ca Mau province is not only proud of its achievements but also affirms its determination to innovate in governance, economic development, and international integration.

From a land once considered remote and isolated, Ca Mau has today risen to become an attractive investment destination in the region. With a clear development strategy, a transparent investment environment, flexible support mechanisms, and strong commitment from the government, Ca Mau is gradually attracting major investors, propelling the Ca Mau region to new heights in the era of integration.
