Innovation and improvement of the quality of Party cell activities at Petrovietnam in the new period

Implementing Directive No. 50-CT/TW dated July 23, 2025 of the Central Party Secretariat on continuing to innovate and improve the quality of Party cell activities, recently, the Standing Committee of the Party Committee of the Vietnam National Oil and Gas Group (Petrovietnam) issued Plan 02-KH/DU to implement and deploy the Directive in a synchronous and unified manner throughout the Party Committee of the Group.

Party cell activities - improving leadership capacity and fighting strength of party organizations

The Party Committee Standing Committee emphasized: Party cell activities are a place to educate and foster revolutionary ideals, and train political qualities, ethics, and lifestyles for Party members. This is a place where the Party's policies and resolutions are transformed into concrete and practical actions in production and business and in the daily lives of workers.

Party cell activities are also a place for party members and the masses to promote democracy, express their opinions, create conditions for party members and the masses to study and practice, raise awareness; promptly correct negative manifestations, discuss together, create solidarity and consensus in the grassroots party organization. Therefore, the quality of party cell activities has a direct impact on the leadership capacity, fighting strength of the party organization as well as the prestige of the cadres and party members in the eyes of the masses.

Over the past years, the Party cell activities in the whole Group have achieved many positive results, contributing to maintaining the role of the political core, ensuring that all activities of Petrovietnam develop in the right direction. However, besides the achievements, there still exist formal activities, lacking depth, not really linked to political tasks, and even showing signs of coping in some places. Therefore, the issuance of Plan 02-KH/DU is of special importance, demonstrating the determination of the Group's Party Committee in rectifying and comprehensively improving the quality of Party cell activities.

Key directions and solutions

To achieve the above goals, the Standing Committee of the Petrovietnam Party Committee requires Party committees and affiliated Party organizations to focus on effectively implementing the following key tasks and solutions:

First of all, all cadres and party members must deeply understand the significance of party cell meetings, considering them a “political order” and the most important meeting. All party cells in the entire Party Group agree to maintain regular meetings on the 3rd of every month. If they coincide with a day off or holiday, the meetings will be held in the first week of the month and absolutely cannot be combined with other meetings. This is considered a principle to ensure independence, seriousness and order in party activities.

Second, innovate the content and form of Party cell activities in a practical and effective direction, ensuring organizational principles, enhancing leadership and combativeness, closely following political tasks and development goals of each type of Party cell. The content of activities must be linked to political tasks, promptly resolving practical issues, and at the same time reflecting the thoughts and aspirations of cadres and Party members.

In particular, Party cells must organize thematic activities at least once a quarter, associated with studying and following Ho Chi Minh's ideology, morality and style; practicing thrift, fighting corruption and waste; educating revolutionary traditions; discussing and proposing solutions to improve production and business efficiency, corporate governance... Regularly update and supplement new viewpoints, leadership and direction contents of the Party, the Secretariat, the Party Committee of the Group and the superior Party Committees; focus on studying and learning resolutions, Party Statutes, and the glorious history of the Party in Party cell activities.

The Executive Committee of the Petrovietnam Party Committee, Term IV, was introduced at the recent 4th Party Congress of the Group, Term 2025-2030.

Third, enhance the role of the principles of democratic centralism, self-criticism and criticism. Party cells must create an open and democratic atmosphere, but at the same time maintain Party discipline and order. Each Party member must promote responsibility, frankly give comments to his comrades and colleagues in the spirit of building, solidarity, and helping each other to progress. In particular, the leader must be truly exemplary, be the center of solidarity, and the core of leadership to ensure that Party cell activities are highly effective.

Along with that, inspection and supervision work needs to be strengthened, considering this as the strictest discipline of the Party. The upper-level Party Committee must regularly grasp the situation of Party cell activities, especially for weak Party cells, those lacking internal unity or showing signs of degradation. Inspection and supervision will focus on the implementation of principles, regimes, and quality of Party cell activities; the issuance of Party cell resolutions, Party member handbooks; and the results of leadership and implementation of Party cell resolutions. Violations will be strictly handled, creating deterrence, tightening discipline and enhancing the fighting strength of grassroots Party organizations.

In particular, in the context of digital transformation, Party cells need to take advantage of information technology, promote the application of the Electronic Party Member Handbook, organize online activities in specific places, ensure information security and safety, and strictly manage the content of Party cell activities in the digital environment. This is also a new step forward, helping to improve the effectiveness of Party member management and modernize Party building work throughout the Group.

Plan 02-KH/DU will be deployed in many forms, directly and online (via digital platforms, internal newsletters and websites of the Group and units...) to cadres and party members participating in the implementation. The goal is to ensure that all cadres and party members are fully informed, seriously implemented and in accordance with the actual situation.

In the period when Petrovietnam is transforming itself into a multi-industry, multi-field national industrial and energy group, the innovation and improvement of the quality of Party cell activities are of even greater strategic significance. This is the basis for the Party Committee of the Group to build a team of cadres and Party members who are "both red and professional", maintain the core role, build a strong grassroots Party organization, worthy of being the political nucleus, comprehensively leading the production and business process, contributing to Party building so that our Party is truly "ethical and civilized".
