Market Management Team No. 8 is assigned to manage the market in 10 communes: Binh Lieu, Hoanh Mo, Luc Hon, Ba Che, Ky Thuong, Luong Minh, Tien Yen, Dong Ngu, Dien Xa, Hai Lang (of the three old districts of Tien Yen, Binh Lieu, Ba Che), where the majority of ethnic minorities live. From that reality, the Team determined that propaganda and legaleducation is one of the key, long-term and fundamental solutions to prevent violations.
“From the beginning of the year, the Team developed a propaganda plan and assigned officers to be in charge of specific areas. The goal is to bring the law to each trader and business household, helping them understand and comply with the regulations. From there, we will not unintentionally assist in the acts of illegal trading and counterfeit goods,” said Mr. Pham Anh Tuan, Captain of Market Management Team No. 8.
From the beginning of the year to mid-June 2025, the Team has conducted 2,367 direct propaganda sessions at markets, communes and towns; at the same time, updated management information of more than 2,750 business establishments on the administrative violation data system. This is an important foundation to help market inspection and supervision work be implemented effectively, focusing on key points.
Along with propaganda, the Team has strengthened market inspection and control. In the first 6 months of 2025, the unit conducted 67 inspections, thereby detecting and handling 66 violations, imposing administrative fines of over 256 million VND; destroying infringing goods worth nearly 195 million VND; in June 2025 alone, 27 violations were handled, imposing administrative fines of 166 million VND, and destroying goods worth over 98 million VND. The main violations were trading in food of unknown origin, smuggled cosmetics, and counterfeit goods of famous brands.

Not only controlling the traditional market, the Team also strengthens monitoring and handling of violations in e-commerce activities. In the first 6 months of 2025, the unit handled 7 cases, imposed administrative fines of 43 million VND, and destroyed violating goods.
The team actively coordinates closely with the police, tax, and local authorities to promptly detect and handle complicated cases, preventing the formation of hot spots and large-scale violations. In the first 6 months of 2025, the team coordinated to handle 5 cases; typically, the case of passenger bus with license plate 14F-002.09 transporting food of unknown origin. The case was recorded, fined, and all goods were destroyed.
Recognizing that the last months of the year are a time when the market is bustling, buying and selling activities increase, leading to an increased risk of law violations, the Team proactively proposed many key tasks. Among them, continuing to effectively implement plans from superiors on strengthening periodic inspections, strictly controlling items with high risk of violations, such as functional foods, cosmetics, gasoline, banned goods, etc. "We continue to closely monitor the area, strengthen the grassroots information network, improve the quality of handling violations to both ensure legal effectiveness and deter and prevent violations from recurring," Mr. Pham Anh Tuan emphasized.
The positive results in the work of preventing and combating counterfeit goods and trade fraud of the unit have contributed to building a fair, transparent and safe business environment, serving well the socio -economic development of the locality and the province.
