Market Management Team No. 8: Many solutions to maintain market stability.

With a motto of closely monitoring the local area, proactively disseminating information, conducting inspections, and strictly handling violations, Market Management Team No. 8 has played a core role in the fight against smuggling and trade fraud, contributing to maintaining market stability and protecting consumer rights.

Team No. 8 of the Market Management Department is responsible for market management in 10 communes: Binh Lieu, Hoanh Mo, Luc Hon, Ba Che, Ky Thuong, Luong Minh, Tien Yen, Dong Ngu, Dien Xa, and Hai Lang (of the former Tien Yen, Binh Lieu, and Ba Che districts), where the majority of the population are ethnic minorities. Based on this reality, the team has identified the dissemination and education of laws as one of the key, long-term, and fundamental solutions for preventing violations.

“From the beginning of the year, the team developed a plan for propaganda and assigned officers to specific areas. The goal is to bring the law to each small trader and business household, helping them understand and comply with regulations. This will prevent them from inadvertently contributing to acts of commercial fraud and counterfeit goods,” shared Mr. Pham Anh Tuan, Team Leader of Market Management Team No. 8.

From the beginning of the year to mid-June 2025, the team conducted 2,367 direct propaganda sessions at markets, communes, and towns; and simultaneously updated management information for more than 2,750 business establishments on the administrative violation data system. This is an important foundation that helps market inspection and supervision work to be implemented effectively, focusing on key areas.

Along with propaganda, the team intensified market inspection and control. In the first six months of 2025, the unit conducted 67 inspections, detecting and handling 66 violations, imposing administrative fines exceeding 256 million VND; and destroying infringing goods worth nearly 195 million VND. In June 2025 alone, 27 violations were handled, resulting in administrative fines of 166 million VND and the destruction of goods worth over 98 million VND. The main violations included trading in food products of unknown origin, smuggled cosmetics, and counterfeit goods bearing famous brand names.

Thanks to coordinated solutions, the market in the area managed by Market Management Team No. 8 has always remained stable.

In addition to controlling traditional markets, the team also intensified monitoring and handling of violations in e-commerce activities. In the first six months of 2025, the unit handled 7 cases, imposed administrative fines of 43 million VND, and destroyed infringing goods.

The team proactively coordinates closely with police, tax authorities, and local governments to promptly detect and handle complex cases, preventing the formation of hotspots or large-scale violation networks. In the first six months of 2025, the team coordinated the handling of 5 cases; notably, the case involving a passenger bus with license plate 14F-002.09 transporting food of unknown origin. The case was documented, penalties were imposed, and all the goods were destroyed.

Recognizing that the final months of the year are a time of increased market activity and trading, leading to a higher risk of legal violations, the team proactively set forth several key tasks. These include continuing to effectively implement plans from higher authorities to strengthen regular inspections and tightly control goods with a high risk of violations, such as functional foods, cosmetics, gasoline, and prohibited goods. “We will continue to closely monitor the area, strengthen the grassroots information network, and improve the quality of handling violations to ensure both legal effectiveness and deterrence, preventing the recurrence of violations,” Mr. Pham Anh Tuan emphasized.

The unit's positive results in combating smuggling and counterfeit goods have contributed to building a fair, transparent, and safe business environment, serving the socio -economic development of the locality and the province.
