Along the vibrant flower-lined streets of Hoa An commune (Phu Hoa district) these days, red flags with yellow stars flutter in the wind, commemorating the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country. The people of Hoa An commune are no longer just concerned with food and clothing as in previous years, but have also contributed and joined hands in important political events of the nation.
Expressing her delight at the locality's recent recognition as a model new rural commune, Ms. Dang Thi Phin from Dong Binh village said: "I am very happy and excited about the remarkable changes in our commune, especially the improved transportation system that facilitates travel and the transport of agricultural products for the people."
*In particular, I am very pleased with the increasingly bright, green, clean, and beautiful environment. Waste is collected, and there is no longer the indiscriminate dumping of garbage as before. Building new rural areas has brought Hoa An many advantages in economic development, creating motivation for people to confidently focus on production, gradually improving their income and raising their living standards.
According to Mr. Nguyen Ngoc Dang Khoa, Chairman of the Hoa An Commune People's Committee, recognizing the significant importance of building new rural areas in promoting sustainable socio-economic development and improving people's lives, after achieving advanced new rural area standards in 2021, the commune continues its roadmap to build model new rural areas. To achieve the set goals, the locality mobilizes various resources to invest in infrastructure, transportation, and irrigation to serve production and replicate model projects.
“Thanks to the synchronized implementation of many solutions, the value of agricultural production in the commune has grown annually. The commune has 3 out of 5 villages achieving model new rural residential area status, 4 model new rural gardens and 1 smart village; average per capita income reaches over 66.59 million VND/person/year; the multidimensional poverty rate is only 2.57%; 4 products have been recognized as OCOP products and many models applying high technology and Industry 4.0 technology have been put into production…”, Mr. Khoa said.
Visiting Hoa Thinh commune (Tay Hoa district) today, one can easily feel the new vitality and the prosperous life evident in every home. The narrow, bumpy, potholed inter-village and inter-hamlet roads of the past have now been upgraded to be wide and smooth. Abandoned, neglected land has been transformed into lush orchards.
Public welfare facilities such as schools, health centers, and cultural centers have been invested in and built to a high standard. Rows of streetlights illuminate every alleyway, contributing to the new look and atmosphere of a prosperous and beautiful rural area.
Speaking about the changes in the countryside, Mr. Nguyen Tan Luc, Party Secretary and Head of My Xuan 1 village, said: "The New Rural Development program has brought practical benefits, fulfilling the aspirations of the people."
Previously, Hoa Thinh commune was poor, life was difficult, village roads were narrow, there was no electricity, and people only managed to eke out a living. But now, things have changed completely. The people are very happy and grateful for the attention and support from all levels and sectors in helping them build a more civilized, prosperous, and beautiful village.
There is no end point.
It can be affirmed that the New Rural Development program is a major and correct policy of the Party and the State, comprehensively transforming rural areas and creating livable countryside. Through the New Rural Development program, the role of the people as the main actors is increasingly affirmed, and the infrastructure system receives more attention and investment, effectively meeting the needs of production development and serving the people's lives. Also from the New Rural Development program, many good models and new production methods, focusing on linkages and multi-value integration, have contributed to increasing the income of rural people.
To date, the province has 64 communes that have met the standards for New Rural Development, 20 communes recognized as having achieved advanced New Rural Development standards, and 4 communes that have achieved model New Rural Development standards; there are 5 smart New Rural Development villages, 29 model New Rural Development residential areas, and 35 model New Rural Development gardens.
In 2025, the province will continue to focus resources on building new rural areas, striving to ensure that no commune falls below 15 criteria. Communes that have already achieved the new rural area standard will continue to strive to improve the quality of criteria, building advanced and model new rural areas in conjunction with civilized urban areas.
Despite facing many difficulties and challenges ahead, with strong determination, Phu Yen strives to ensure that the New Rural Development program is not interrupted during the reorganization of administrative units, aiming to build increasingly prosperous rural areas in the province.

Mr. Ho Van Nhan, Deputy Chief of the Provincial New Rural Development Coordination Office, said: "In the past period, the province has mobilized the entire political system to participate in building new rural areas. Based on the results achieved, the province is actively striving to complete the goals for the 2021-2025 period."
Currently, the entire political system is focusing on reorganizing administrative units and moving towards merging provinces and communes, eliminating the district level. Immediately after the merger is completed, the Provincial New Rural Development Coordination Office will proactively review and advise the Provincial People's Committee on relevant documents to ensure they are appropriate to the current situation, so that the New Rural Development program is not interrupted.
According to Mr. Nhan, in the coming period, the unit will continue to adhere closely to the viewpoints, goals, and orientations set forth in the implementation of the New Rural Development program in the province. At the same time, it will closely monitor the implementation of the merger of provinces and communes and the elimination of district-level organizations to advise on adjusting targets and tasks to ensure they are consistent with reality; striving with the highest determination to achieve the goals set out in the plan of the Provincial People's Committee.
