The City People's Committee has just sent an official dispatch to departments, branches, People's Committees of districts, towns, and cities, urging the implementation of Notice No. 03-TB/BCĐTW dated March 6, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation on the conclusion of General Secretary To Lam.
Accordingly, the City People's Committee assigned departments, branches and sectors to focus on and urgently implement 31 key tasks.
Specifically, regarding the construction and completion of institutions, the Department of Science and Technology presides over and coordinates with relevant units to contribute comments to the draft Law on Digital Technology Industry, Law on Science and Technology, Law on Technical Standards and Regulations, Law on Atomic Energy, Law on Product and Goods Quality.
In April 2025, the Department of Science and Technology will complete the City People's Committee's Plan to implement the Action Program of the Standing Committee of the City Party Committee to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; complete the submission to the city to establish the City Advisory Council on science, technology development, innovation and digital transformation including experts, managers and scientists.
The Department of Science and Technology shall preside over the development of a Resolution regulating mechanisms and policies on science and technology; a Resolution regulating policies to promote innovation and support creative startups; and a Resolution approving the project to establish a Venture Capital Fund. Completion date is July 2025.
At the same time, the Department of Science and Technology will preside over the development of a Resolution regulating controlled testing activities in Hanoi, to be completed by July 2025; a Resolution regulating mechanisms and policies on the organization and operation of the Hanoi technology exchange, to be completed by December 2025.
The Department of Science and Technology is also the unit in charge of building the architecture of Hanoi's e-government and digital government after the framework of Vietnam's e-government and digital government architecture is updated; building the Hanoi city information infrastructure planning project to be completed by December 2025.
The City People's Committee also requested that in April 2025, the Department of Finance adjust the 2025 budget estimate to allocate at least 3% of the budget for science, technology, innovation, and digital transformation development.
In addition to the task of presiding over and contributing comments to the draft Budget Law, the Department of Finance shall preside over the development of a Resolution regulating the mechanism for organizing the operation of the Venture Capital Fund, the responsibility for inspection, supervision, and reporting of implementation results; and a Resolution approving the project to establish the Venture Capital Fund. Completion date: July 2025.
The Department of Home Affairs is responsible for developing mechanisms and policies on attracting, employing talented people and developing high-quality human resources, to be completed by July 2025.
The Department of Education and Training is in charge of developing and implementing a full scholarship program for technology students at a number of universities and academies in the city for the period 2025-2030, to be completed in December 2025.
The Department of Home Affairs develops and implements a project to attract at least 200 overseas Vietnamese scientists to return to work in the country in the 2025-2030 period, to be completed in December 2025.
The City Public Administration Service Center is piloting the "Digital Citizen" Program to train digital skills for citizens, to be completed in the second quarter of 2025.
The Management Board of High-Tech Parks and Industrial Parks is in charge of developing the Project for the development of Hoa Lac High-Tech Park to 2030, with a vision to 2045, to be completed in December 2025.
The Department of Agriculture and Environment will implement the pilot project of the AI sensor monitoring system in the city, to be completed in the third quarter of 2025.
The City People's Committee Office builds the "Hanoi Digital Government" platform integrating artificial intelligence, to be completed in December 2025.
The Department of Science and Technology builds a shared data warehouse for the city: Integrating databases of sectors, striving to complete the integration of planning, population, business, traffic, education, and health data, to be completed by December 2025; updating the Hanoi City Data Strategy after the National Data Strategy is updated and supplemented.
The Management Board of High-Tech Parks and Industrial Parks launched the Capital Big Data Center (developed from the City Data Center), to be completed in the fourth quarter of 2025.
The Department of Agriculture and Environment builds a pilot project to apply blockchain in land records management, to be completed in December 2025.
Department of Construction, deploy non-stop toll collection at bus stations and parking lots in urban areas, evaluate effectiveness to improve traffic management, promote urban civilization, to be completed in 2025.
The City Public Administration Service Center builds digitalized input records and results of administrative procedure settlement. People participating in administrative procedures are integrated with electronic identification, ensuring data safety and security, to be completed in the third quarter of 2025.
At the same time, complete the digitization of internal business processes, documents, and results of administrative procedure settlement in areas related to people, businesses, public service activities, and party work (land, justice, health, education, labor, employment, party members, etc.); reuse 100% of digitized data to minimize administrative procedures and compliance costs for people and businesses, to be completed in the third quarter of 2025.
In addition, the City Public Administration Service Center is assigned to promote process restructuring, reduce and simplify administrative procedures to the maximum extent possible, improve the quality of online public service provision, especially procedures related to residence, household registration, driving licenses, land, and enterprises; deploy the reception and settlement of administrative procedures regardless of administrative boundaries within the province; to be completed in 2025.
