Hoang Giang Commune People's Committee held a conference to announce Resolution No. 172/2024/QH15 of the National Assembly on investment policy for the North-South high-speed railway project.
In Hoang Giang commune, the project is about 2.4km long and has a maintenance station. The total affected area is about 29.81ha, including about 2.35ha of residential land, 22.845ha of agricultural land, 1.68ha of cemetery land, 0.445ha of educational land, 0.79ha of traffic land, 1.69ha of river and water surface land. The review by the People's Committee of Hoang Giang commune shows that the project passes through an area affecting 522 households, of which 103 households are related to residential land and 419 households are related to agricultural land. There is 1 school, 2 cemeteries, 1 spiritual area affected. The amount of residential land of the households is large, affecting schools and people's cemeteries with more than 2,300 graves, so the task of land acquisition with the amount of inventory work and resettlement implementation is determined to be very large.
To carry out this task, immediately after officially operating the 2-level local government model, Hoang Giang commune established a Steering Committee for Land Acquisition and Site Clearance headed by the Party Secretary of the commune; the People's Committee of the commune established a Compensation, Support and Resettlement Council; organized the implementation of the project's land acquisition and site clearance work, organized propaganda and mobilized people to clearly understand the significance of the project, creating high consensus and unity among the people.
Vice Chairman of the People's Committee of Hoang Giang Commune, Le Doan Phuong, said: The locality identifies the project's site clearance work as an important political task, and needs to focus on leading and directing the implementation of assigned tasks, including the need to widely disseminate the meaning and importance of the project and information on the location and scale of the resettlement areas to each cadre, party member and household for understanding and consensus; at the same time, pay attention to and organize to grasp the ideological situation and public opinion during the implementation process.
Up to now, based on the project boundary, the People's Committee of Hoang Giang commune has deployed preliminary marking in the field, reviewed, counted, and determined the number of households and constructions affected by the project and organized a working conference with households in Nhan Hoa, Quy Tho, Binh At, and Trinh Tho villages to publicize the policy, related legal documents, and the land acquisition plan to implement the project. The majority of households agree with the policy of building a modern high-speed railway to create momentum to promote the country's socio-economic development.
Mr. Le Ngoc Chinh, one of the households in Nhan Hoa village that had to be relocated and resettled to serve the project, shared: “My family has over 300 square meters of residential land and over 2,300 square meters of agricultural land affected. We completely agree with the relocation and handover of land to construct this important project. Commune officials are very active in implementing the land acquisition and compensation work. What the households in the village want is that the resettlement areas will receive synchronous investment in technical infrastructure, so that people will have new and better places to live; at the same time, there must be a plan to support stable production so that people can have new livelihoods when most of the agricultural land is recovered.”
Regarding the task of implementing resettlement areas, Hoang Giang commune has "finalized" 2 resettlement locations in Nhan Hoa village, in which location 1 is planned to be 4.06ha; location 2 is planned to be 3.95ha. The commune People's Committee has completed the preparation of documents proposing the location, scale, and total investment of resettlement projects in the area, waiting for approval from competent authorities. The advantage is that the locations of the resettlement areas are all within Nhan Hoa village, with a smooth traffic system, convenient for the daily life and production of households after relocating to new residences.
In Dong Tien ward, the project passes through the ward with a route length of about 3km, the area affected by the project is about 17.56ha, including about 4.7ha of residential land, 12.86ha of agricultural land and other land. Through inspection and review, there are about 290 households and individuals whose residential land is affected and must be relocated and resettled.
Recognizing the importance of the project, the ward has been focusing on mobilizing the participation of the political system, promoting propaganda and information about the project to create consensus among the people; at the same time, coordinating the implementation of preparations related to the project's site clearance task. The ward People's Committee organized a meeting to collect opinions on the location of the resettlement areas. The households agreed and unanimously proposed the Provincial People's Committee to approve 3 locations for the resettlement areas, of which 2 locations have been approved for investment policy, and 1 location proposed for additional approval. Notably, through understanding the thoughts and aspirations of the people, many households proposed to recover residential land to be compensated with residential land in the resettlement areas. Therefore, the ward proposed the competent authority to unify the compensation in land, as a basis for arranging land funds to effectively carry out the site clearance work.
This is a project of special significance in promoting socio-economic development and narrowing regional gaps. The project's passage through the locality will open up many development opportunities, but it will also directly affect many households. The process of compensation, site clearance, and land acquisition will inevitably encounter difficulties and problems arising in practice, requiring this work to be carried out methodically, uniformly, resolutely, urgently, and responsibly by relevant sectors and localities, striving to complete the construction of resettlement areas no later than September 2026; basically complete and hand over the site to the construction contractor before December 2026 and complete all site clearance work in the first quarter of 2027 according to the set plan and schedule.
