Synchronizing traffic infrastructure, creating new development momentum

Currently, the province has been implementing many key transport projects, as well as projects with investment and construction policies. Thereby, it will contribute to promoting synchronous development of transport infrastructure, creating new momentum for intra-regional economic development, as well as towards marine economy, regional and inter-regional connectivity in the future.

Many projects need to be upgraded soon.

In recent years, people have petitioned to repair, upgrade and expand National Highway 53 and National Highway 54 through the area to ensure safety for travel needs. In reality, many sections of the road surface are damaged and have limited width, causing difficulties for travel, transporting goods and posing potential risks of traffic accidents.

Looking at the overall situation of the province's transport infrastructure after the merger, the Government recently suggested that the Ministry of Finance take the lead and coordinate with the Ministry of Construction to study and handle recommendations on reviewing and balancing investment support capital of about 19.68 trillion VND for essential transport works in the 2026-2030 period from the central budget.

Specifically, projects on National Highway 57 (total investment of about 2.2 trillion VND); projects on National Highway 57B include: upgrading and expanding National Highway 57B (section from National Highway 57, Cho Lach to the intersection of DT.DK.08 (including construction of new Tan Phu bridge and construction of An Hoa 2 bridge), with a total investment of about 6.6 trillion VND); upgrading National Highway 57B (from the intersection of DT.DK.08, Binh Dai to the end of the route, with a total investment of about 2.08 trillion VND).

Projects on National Highway 60 include the expansion of Ham Luong Bridge (with a total investment of about 2.8 trillion VND); upgrading sections 2, 3, and 4 of the investment project to upgrade, expand, and construct 4 sections of National Highway 60 connecting Rach Mieu Bridge to Co Chien Bridge, under the form of a BOT contract (with a total investment of about 1.6 trillion VND).

Projects on National Highway 57C include upgrading National Highway 57C (section from the border of National Highway 57B, Chau Thanh to Tan Thanh roundabout, with a total investment of about 870 billion VND); upgrading National Highway 57C (section from My Hoa bridge to the end of the route, with a total investment of about 2.2 trillion VND).

At the same time, support investment capital from the central budget to build projects on Highway 60 to avoid traffic congestion when Rach Mieu 2 Bridge is put into operation, such as: Ham Luong 3 Bridge project (total estimated investment of about 2.8 trillion VND); upgrading sections 2, 3, 4 of the Investment Project to upgrade, expand and build 4 sections of Highway 60 connecting Rach Mieu Bridge to Co Chien Bridge under the form of BOT contract (total estimated investment of about 1.6 trillion VND).

In addition, pay attention to, create favorable conditions and prioritize the allocation of public investment capital for projects on the coastal road connecting Ben Tre with Tien Giang and Tra Vinh (now Vinh Long - Dong Thap); Cua Dai Bridge Construction Project on the coastal road.

A series of key projects

Looking at the advantages of traffic connection, in recent times, many key national and provincial projects have been implemented synchronously, bringing about a clear spillover effect, conveniently connecting Vinh Long with provinces in the Mekong Delta region and key economic zones in the South, Ho Chi Minh City through key traffic routes such as National Highway 1, National Highway 60, National Highway 53, National Highway 53B, National Highway 57, National Highway 57B, National Highway 57C, National Highway 54, National Highway 80, the Trung Luong-My Thuan, My Thuan-Can Tho expressways, along with the system of My Thuan 1, My Thuan 2 bridges, Rach Mieu bridge, Co Chien bridge, Ham Luong bridge, Can Tho bridge...

Currently, a series of strategic transport infrastructure projects with spillover effects, connecting localities in the region, between the Mekong Delta and other regions of the country are being invested in such as Rach Mieu 2 Bridge (connecting Dong Thap - Vinh Long), Dai Ngai Bridge (connecting Vinh Long - Can Tho City), Cua Dai Bridge (connecting Vinh Long - Dong Thap), Can Tho 2 Bridge (connecting Vinh Long - Can Tho City) and intra-provincial connecting bridge projects such as Ba Lai 8, Dinh Khao, Co Chien 2...

Of which, the Rach Mieu 2 Bridge project has a total investment of more than 6.8 trillion VND. When put into operation, it will contribute to meeting the increasing transportation demand on Highway 60 - the coastal corridor connecting the southern coastal provinces with Ho Chi Minh City and the Southeast provinces. According to the My Thuan Project Management Board (project investor), up to now, the Rach Mieu 2 Bridge project has reached 97.24% of the project progress and is committed to inaugurating the project on August 19 and opening to traffic on September 2.

Also on Highway 60, the Dai Ngai Bridge project (connecting Vinh Long - Can Tho City) is being urgently constructed. This is a special-grade road traffic project, with an investment capital of 7.96 trillion VND. The project has a total length of 15.14km, starting at the intersection of Highway 54 (Vinh Long Province); ending at the intersection of Nam Song Hau National Highway (Can Tho City). The project includes 2 main bridges including Dai Ngai Bridge 1 and Dai Ngai Bridge 2.

According to Mr. Dinh Le Thong - Director of Dai Ngai Bridge Project Management Board, the project has 2 construction packages (package 11-XL: Construction of Dai Ngai 2 Bridge, route and works on the route; package 15-XL: Construction of Dai Ngai 1 Bridge). The output implemented to date has reached 1.61 thousand/5.07 thousand billion VND (reaching 32% of the contract excluding contingencies).

“Construction of Package No. 11-XL started in October 2023 (expected to be completed in December 2025), the construction output to date has reached 1.15 trillion/1.54 trillion VND (74%), the progress of Dai Ngai 2 Bridge is about 3 months ahead. Meanwhile, construction of Package No. 15-XL started in January 2025 (expected to be completed in June 2028), the construction output to date has reached 465/3.53 trillion VND (about 14%), the construction progress meets the requirements,” said Mr. Thong.

Along with bridge projects, Vinh Long also has many traffic projects through the province that have been included in the road network planning for the 2021-2030 period, with a vision to 2050, such as the Ho Chi Minh City-Tien Giang (old)-Ben Tre (old)-Tra Vinh (old)-Soc Trang (old) expressway (CT.33); the Hong Ngu-Tra Vinh (old) horizontal expressway (CT.36) and the coastal road connecting Ho Chi Minh City with the Mekong Delta provinces.
In addition, the Ho Chi Minh City-Can Tho railway project (passing through Vinh Long province) is being prepared by the Ministry of Construction for a pre-feasibility report, with the goal of putting it into operation synchronously with the North-South high-speed railway. This route is about 175km long, with an investment schedule before 2030.

Unlocking development resources

According to Mr. Duong Van Ni - Deputy Director of the Department of Construction, when completed, the Dai Ngai bridge project will be a key project to unlock the development potential of the locality as well as connect with coastal corridor routes.

Specifically, the project to build a coastal corridor road in Tra Vinh province (old) has approved an investment policy with a total investment of VND 9.19 trillion, a route length of 60.7km with a scale of a level III delta road; the route will connect with the coastal road of Ben Tre province (old) via Co Chien 2 bridge and connect with Soc Trang province (old) via Dai Ngai bridge under construction, at the same time the route also has a branch going through Dinh An Economic Zone to connect with Dinh An general seaport and connect with Ngu Lac Industrial Park in the future.

To synchronize the connection with the coastal road of Ben Tre province (old), the People's Committee of Tra Vinh province (old) also approved the project to build Co Chien 2 bridge with a total investment of 3.5 trillion VND, using the central budget and provincial budget, with a width of 4 lanes for motor vehicles and 2 lanes for rudimentary vehicles.

“When these two projects are completed, they will help connect traffic with coastal provinces in the Mekong Delta, contributing to expanding space towards the sea, connecting and developing the fisheries economy, tourism, energy, industry, improving the efficiency of marine resources, attracting investment in developing economic zones, and developing socio-economy. At the same time, shifting the economic structure towards a green economy, reducing greenhouse gas emissions and enhancing the ability to respond to climate change” - Deputy Director of the Department of Construction Duong Van Ni said.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Lu Quang Ngoi also had a meeting with the Dai Ngai Bridge Project Management Board to grasp the progress as well as difficulties and obstacles. Thereby, Chairman of the Provincial People's Committee - Lu Quang Ngoi requested the investor and construction unit to focus on the spirit of "overcoming the sun, overcoming the rain", ensuring the construction progress and quality of the project. Strive to basically complete the project by the end of 2027, contributing to the completion of traffic infrastructure, unleashing resources for socio-economic development of the locality and region.
