Up 11 places compared to 2022
On the morning of April 2, 2024, the Center for Community Support and Development Studies (CECODES) under the Vietnam Union of Science and Technology Associations and the United Nations Development Program (UNDP) in Vietnam organized the announcement of the 2023 PAPI Index report of 63 provinces and cities nationwide. As a result, the province's PAPI Index reached 40.83 points; compared to 2022, it increased by 1.03 points and increased by 11 ranks, ranking 46/63 provinces and cities nationwide. Of which, there are 5 content indexes that increased in points: publicity and transparency in decision-making; control of corruption in the public sector; public administrative procedures; environmental governance and e-governance.
Although it increased by 11 places compared to 2022, Long An is still in the group of 20 provinces and cities with the lowest scores. However, this result still shows a significant improvement in rankings; at the same time, this is also an important basis for the province to continue to have more reasonable and effective measures and adjustments in mechanisms, policies as well as operations, management and services to improve the satisfaction index of people in the province in the coming time.
There are many reasons that hinder the improvement and enhancement of the province's PAPI Index, such as the limited roles and responsibilities of leaders at all levels of government and people, especially commune-level leaders in some places who have not paid attention to directing, deploying, and fully and regularly implementing tasks. Information and propaganda work to raise awareness of the PAPI Index among cadres, civil servants, and public employees has not gone into depth. Propaganda, dissemination, and dissemination of the Party's guidelines, mechanisms, and policies of the State to the people have not been regular, deep, or diverse,...

Together to improve PAPI Index
Since the beginning of 2024, the province has resolutely implemented many synchronous solutions to maintain and improve the content of increased scores; strive to improve and increase the scores of criteria and component criteria belonging to the contents constituting the PAPI Index that decreased in 2023.
In e-governance, the province has deployed a number of new models and methods of digital transformation that have been actively participated in by people and businesses, such as cashless payments, 4.0 markets, bringing OCOP products to e-commerce platforms, etc.

At the same time, instead of having to sign directly, many cadres, civil servants and public employees are now granted personal digital signatures to process and issue documents and work records on the document management and administration system of the province. All documents are transferred and received online, helping to reduce operating costs and circulation time within units and agencies.
On January 15, 2024, the Provincial People's Committee issued the 2024 Public Service Inspection Plan (Plan No. 141/KH-UBND) and established a Public Service Inspection Team (Decision No. 695/QD-UBND, dated January 19, 2024) to improve the responsibility, spirit, attitude, and quality of service to the People of the team of cadres, civil servants, and public employees in performing their duties and public services; create a strong change in working style, discipline, and administrative discipline in agencies and units in the province, contributing to the effective implementation of the 2024 direction of the Provincial People's Committee; promptly and strictly handle cases of cadres, civil servants, and public employees violating discipline and administrative discipline; causing difficulties, troubles, authoritarianism, arrogance, and harassment to organizations and citizens in the process of receiving and handling administrative procedures.
Thereby, it contributes significantly to tightening discipline, administrative discipline, innovating working style and manners, and improving the quality of performing public duties of cadres, civil servants and public employees.

In order to improve people's satisfaction, localities in the province have also implemented many practical models and activities. Duc Lap Thuong Commune, Duc Hoa District implemented the model of Saying No to Appointment Papers in handling administrative procedures in the judicial sector.
Secretary of the Duc Lap Thuong Commune Party Committee - Phung Van Duc said that the model aims to promote administrative reform, improve the quality of administrative agencies' operations and the sense of responsibility and service attitude of cadres and civil servants, create friendliness and closeness to the people, ensure the satisfaction of organizations, individuals and businesses, and minimize the need for multiple trips. Thereby, continuing to improve the quality and effectiveness of administrative reform, and enhancing the responsibility of unit leaders.

Efforts to improve the PAPI Index of all levels of government aim to contribute to creating people's satisfaction when evaluating the effectiveness of state administration, management and public service provision./.
The PAPI Index is a tool to monitor the effectiveness of the implementation of State policies and laws based on people's feedback and has been initiated since 2009. In 2023, the PAPI Index was compiled from direct interviews with 19,536 people (16,117 people in 2022) with permanent residence in localities nationwide about their experiences and feelings when interacting with local authorities and using public services. The 2023 PAPI Index continues to measure 8 content area indicators including: People's participation at the grassroots level; publicity and transparency in decision-making; accountability to people; control of corruption in the public sector; public administrative procedures; environmental governance; e-governance. |
