Reporting on the results of implementing the Resolution of the District Party Congress from the beginning of the 2020-2025 term to present, the leader of Kim Son district said: in the context of the economy facing many difficulties due to the impact of the Covid-19 pandemic and the negative impact of military conflicts in some places in the world, under the leadership of the Provincial Party Committee, People's Council and Provincial People's Committee, the attention and help of the departments, branches, sectors and organizations of the province, the Party Committee, the army and people of the whole district have upheld the spirit of responsibility, solidarity, unity, proactiveness, creativity, promoting democracy, overcoming difficulties in organization and implementation, and achieved important results in all fields.
Notably: Party building and political system building have been focused on leadership, implemented comprehensively, drastically, synchronously, effectively, with positive and clear changes; notably the work of organizing cadres and developing party members. The socio-economy continues to develop; agricultural and aquatic production develops in an organic direction, increasing value; completing the criteria for a new rural district early, being recognized by the Prime Minister as a district meeting new rural standards in 2022, 2 years earlier than the plan assigned by the province.
Industrial production, handicrafts, and services have developed; investment and construction management has been rectified; culture, society, and environment have made much progress, and social security has received attention.
Kim Son is a bright spot in the country in terms of solidarity between religions, with many models highly appreciated by the Central Government. Local defense and military are strengthened; political security and social order and safety are ensured.
Administrative reform has achieved high results; public reception, handling of complaints and denunciations, and prevention and fight against corruption, waste and negativity have been given attention and maintained.
Eleven out of twelve main targets have been achieved and exceeded the schedule set forth by the Resolution of the 24th District Party Congress.
In addition to the achieved results, Kim Son district still has difficulties and limitations such as: The scale of the economy is still low, the budget revenue is mainly from the auction of land use rights. Investment attraction is still limited; information, propaganda, mobilization for site clearance, construction of some works and projects in the district still face difficulties. The management and use of land that has existed since previous years has not been thoroughly resolved.
Speaking at the meeting, delegates shared the difficulties and obstacles of the district, and at the same time discussed and analyzed, suggesting some solutions for the district to develop more strongly in the coming time, in which it is necessary to maximize the potential and strengths of the sea. Focus on effectively implementing the policy of arranging commune-level administrative units to accelerate the urbanization speed, soon turning Kim Son district into a town in the coming time.
The district also needs to pay attention to developing education, promoting the movement to encourage learning and talent; restoring the traditional activities of indigenous people combined with renovating the canal system to develop tourism. At the same time, build a dossier to recognize Phat Diem Stone Church as a special national monument, aiming to submit it to UNESCO for recognition as a world heritage site.
The delegates also discussed and clarified the recommendations and proposals of the district related to considering extending the time for auctioning the value of land use rights of special land plots that the district enjoys 100% according to Notice No. 402, dated September 24, 2021 of the Provincial Party Standing Committee until the end of 2026; supporting resources for Kim Son district to invest in 2 roads in the western urban area within the Phat Diem Urban Planning; implementing Resolution No. 11 dated June 26, 2022 of the Provincial Party Executive Committee on sustainable development of the coastal economic zone of Kim Son district, period 2022-2030; planning issues of Kim Son industrial park, urban area, tourism and sports, high-tech aquaculture area; state management in the field of religion...
Concluding the meeting, the Provincial Party Secretary acknowledged the efforts and highly appreciated the results that Kim Son district has achieved in the past time, contributing significantly to the development of the province.
To continue effectively implementing the local potential and strengths and specific mechanisms, he suggested that Kim Son district, in addition to paying attention to socio-economic development, should pay special attention to Party building and a strong political system right from the grassroots. In particular, it should focus on doing well the work of cadres, mass mobilization work, and better implementing religious policies.
Agreeing with the proposal of Kim Son as well as many delegates speaking at the conference, the Provincial Party Secretary said that in the coming time, it is necessary to establish a Steering Committee for Resolution No. 11 dated June 26, 2022 of the Provincial Party Committee on sustainable development of the coastal economic zone of Kim Son district, period 2022-2030; ensuring the exploitation and maximization of the potential of the marine economic zone, towards the sea, reaching out to the sea and getting rich from the sea, making Kim Son truly the driving force and growth pole of the province. The district needs to pay attention to planning and planning management. In investing in infrastructure development, it is necessary to promote connecting traffic, creating regional and inter-regional development.

Regarding the district's tourism development potential, he suggested that relevant departments and agencies pay attention to and support Kim Son in building a dossier to recognize Phat Diem Stone Church as a special national monument, aiming to submit it to UNESCO for recognition as a world heritage site.
In the development of agriculture, rural areas and farmers, he especially noted that Kim Son district needs to pay attention to preserving and promoting indigenous identity values.
