Comrade Bui Hai Binh holds the position of Secretary of the Muong Lay Town Party Committee.

Provincial Party Secretary Tran Quoc Cuong and provincial leaders presented the decision and congratulated Comrade Bui Hai Binh.

According to Decision 4860-QD/TU dated July 5, 2024, of the Provincial Party Standing Committee on cadre rotation, Comrade Bui Hai Binh ceases to participate in the District Party Committee Executive Board and District Party Standing Committee, and relinquishes the position of Deputy Secretary of the District Party Committee for the 2020-2025 term and Chairman of the Dien Bien District People's Committee for the 2021-2026 term; he is rotated and appointed to participate in the Town Party Committee Executive Board and Town Party Standing Committee, holding the position of Secretary of the Muong Lay Town Party Committee for the 2020-2025 term, effective from July 15, 2024.

Presenting the appointment decision and congratulating the new Secretary of the Muong Lay Town Party Committee, Provincial Party Secretary Tran Quoc Cuong assigned Comrade Bui Hai Binh the task of continuing to strive, constantly improving himself, fostering a proactive and grassroots-oriented spirit, quickly absorbing the experience of his predecessors, and adapting to the new work. He also urged him to promote unity and cohesion within the Standing Committee and Executive Committee of the Town Party Committee to successfully achieve the goals and tasks set forth in the Resolution of the Town Party Congress for the 2020-2025 term. The Provincial Party Secretary requested the Provincial People's Council, the Provincial People's Committee, and relevant departments and agencies to provide support to the Executive Committee and Standing Committee of the Muong Lay Town Party Committee and Comrade Bui Hai Binh in fulfilling their duties effectively.

In his acceptance speech, Comrade Bui Hai Binh expressed his gratitude for the trust and confidence placed in him by the leadership at all levels. He acknowledged that being assigned to this new position is both an honor and a great responsibility entrusted by the Provincial Party Standing Committee. Comrade Bui Hai Binh pledged to dedicate himself fully to working with the Standing Committee and the Executive Committee of the Town Party Committee to build upon the achievements of previous generations and strive to successfully fulfill the assigned tasks.
