Comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Quang Ninh Provincial Party Committee (born in 1973, from Le Ninh commune, Kinh Mon town, Hai Duong province), has been assigned by the Politburo to manage the work of the Quang Ninh Provincial Party Committee, after Comrade Nguyen Xuan Ky, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Quang Ninh, submitted a resignation letter and it was approved by the Central Committee of the Party.

Prior to becoming the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, Ms. Trinh Thi Minh Thanh held various positions including: Deputy Secretary of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council, Chairman of the Provincial Women's Union, Director of the Department of Finance, and Deputy Secretary of the Ha Long City Party Committee. She holds a Bachelor's degree in Economics and a Master's degree in Economic Management; and possesses advanced political theory qualifications.

Earlier, during the afternoon session on August 3rd, the Central Committee of the Communist Party of Vietnam considered the resignation requests of Deputy Prime Minister Le Minh Khai and several other leaders of central and local agencies, including Nguyen Xuan Ky, a member of the Central Committee, Secretary of the Quang Ninh Provincial Party Committee, and Chairman of the Quang Ninh Provincial People's Council, due to violations of Party regulations in performing their assigned duties, violations of regulations on what Party members are not allowed to do, violations of the responsibility to set an example, and regulations on preventing and combating corruption and negative practices.

Aware of their responsibilities to the Party and the people, the comrades submitted resignation letters from their assigned positions, and the Central Committee of the Party agreed to allow Comrade Le Minh Khai to resign from the position of Secretary of the Central Committee and Member of the Central Committee of the Party, 13th term; and agreed to allow Comrade Nguyen Xuan Ky and several other officials to resign from the position of Member of the Central Committee of the Party, 13th term.
