Working together in the implementation of the new rural development program.

Implementing the national target program for building new rural areas (NTM), during the 2021-2025 period, the industry and trade sector has actively played its role and fulfilled its responsibilities, contributing to the completion of criteria related to electricity (criterion No. 4) and rural commercial infrastructure (criterion No. 7) in collaboration with localities. This has gradually improved the lives of the people and transformed the appearance of rural areas.

Accordingly, the industry and trade sector has actively guided and supported localities in implementing criteria No. 4 and No. 7 of the national target program for building new rural areas. The tasks proposed by the sector in the province's key work program for building new rural areas in the 2021-2025 period have been seriously implemented.

Based on directives from higher authorities, the Department of Industry and Trade has developed and issued guidelines for recognizing criteria No. 4 and No. 7 in the national criteria set for new rural communes and advanced new rural communes in the 2021-2025 period; and detailed guidelines for implementing the industrial cluster indicator under the economic criterion in the national criteria set for new rural districts and advanced new rural districts in the 2021-2025 period...

In addition, the sector has reviewed reports on resources and provided guidance on implementing criteria and indicators related to the industry and trade sector in Huong Hoa and Dakrong districts. It participated in the appraisal of dossiers, conducted on-site inspections, and provided written assessments of criteria No. 4 and No. 7 for communes applying to achieve New Rural Area (NRA) and Advanced NRA standards in the 2021-2025 period. In implementing the New Rural Development program, using the operational funds allocated by the province, the Department of Industry and Trade has planned to establish points for introducing and selling OCOP products and carry out activities to support and connect to promote the consumption of the province's OCOP products.

The department implemented a plan to support and promote the consumption of local OCOP products. Through this, the department assisted businesses, cooperatives, and production facilities in perfecting their products to meet the conditions and standards of the distribution system. It also supported the establishment of points for introducing and selling OCOP products and carried out activities to support and connect with OCOP products to promote their consumption throughout the province.

At the same time, using development investment capital, the Department of Industry and Trade has recently developed a project to replicate the "Model of markets ensuring food safety in Quang Tri province" (renovating and repairing Can Market, Trieu Son commune, Trieu Phong district).

Through this project, the department has provided infrastructure support such as assistance in building stalls, shelves, and new market halls... to serve the business of 62 small traders at Can Market, ensuring food safety and hygiene according to standards, and meeting the needs of local people for buying and selling goods. This contributes to helping Trieu Son commune fulfill the rural commercial infrastructure criteria in the advanced new rural development program in 2025.

In implementing criterion number 4, the industry and trade sector has made many efforts to bring electricity to rural areas in the province. By the end of 2024, 97 out of 101 communes in the province had met the electricity criteria; and 6 out of 8 districts had 100% of their communes meeting the electricity criteria as stipulated in Decision No. 1327/QD-BCT dated June 3, 2024 of the Ministry of Industry and Trade ...

Along with electricity, the industry also actively participates in criterion number 7 through the development of rural commercial infrastructure. The involvement of the industry and trade sector has created many positive changes; traditional markets have been upgraded and built in a modern direction, meeting the needs of people for buying and selling products. Some localities have established commodity trading points, bringing agricultural products closer to consumer markets.

To date, all 101/101 communes in the province have met the standards or are not subject to review or evaluation for criterion number 7 on rural commercial infrastructure as stipulated in Decision No. 1327/QD-BCT dated June 3, 2024, of the Ministry of Industry and Trade.

In the coming period, to further enhance its role and responsibilities in implementing the New Rural Development program, the Department of Industry and Trade will continue to coordinate with localities to implement criteria No. 4 and No. 7 according to the plan. It will also urge localities to complete the construction of markets currently under development. Furthermore, it will provide guidance on planning and developing convenience stores, general merchandise stores, and mini-supermarkets for each locality.

Continue to organize the establishment of OCOP product showrooms and sales points, and support and connect the province's agricultural and handicraft products to supermarkets and retail chains. Mobilize capital sources to implement criteria No. 4 and No. 7 according to the plan for implementing the national target program for building new rural areas in the province in 2025.

At the same time, the electricity sector continues to invest in the construction of infrastructure projects to improve the reliability of electricity supply and prevent overloading of the distribution grid for communes in the province, using commercial loans and basic depreciation funds from the sector, in order to consolidate and maintain criterion number 4 regarding electricity.
