Partnering for the holistic development of children in Lam Dong.

Following the merger, in Lam Dong province, many educational, care, and support programs for children in disadvantaged areas, children with disabilities, and children from vulnerable backgrounds are providing additional support to help them grow up in a more secure environment.

Expanding learning opportunities

The province currently has 917,324 children, accounting for 23.68% of the total provincial population; of which 10,565 are children in special circumstances, including orphans, disabled children, abused children, children with serious illnesses, and many other vulnerable groups. After the merger, the larger population means a greater need for care, protection, and development opportunities for children, especially in remote areas and areas inhabited by ethnic minorities that still face many difficulties.

In the journey of creating more development opportunities for children, learning continues to be seen as a crucial gateway for many to expand their knowledge, nurture their dreams, and gradually change their future. Over the past five years, the Provincial Youth Union and the Provincial Children's Council have coordinated to award more than 2,385 scholarships totaling over 10.2 billion VND to students from disadvantaged backgrounds; built 50 "Young Libraries" models worth over 2 billion VND, opening up more reading spaces and access to knowledge for children.

In many disadvantaged areas, this support is also present in very practical learning conditions. Nearly 3 billion VND has been mobilized to repair and build "Red Scarf Houses" for disadvantaged children; 12 "Toilet for Children" projects with a total cost of over 3 billion VND were inaugurated and handed over during the period 2019-2025, contributing to improving school living conditions in many remote and rural areas.

In a learning environment aligned with digital transformation, platforms for IT, creative science , English, and safe internet usage skills continue to be maintained. Specialized programs on preventing and combating school violence, self-protection skills, free swimming lessons, and drowning prevention are also implemented in many areas.

According to Mr. Doan Minh Tam, Deputy Secretary of the Provincial Youth Union and Chairman of the Provincial Children's Council: "What we aim for is to ensure that no child is left behind on their journey to adulthood. As the gap in opportunities is gradually narrowed, every child, whether in remote areas or from disadvantaged backgrounds, will have more opportunities to study, develop their abilities, nurture their aspirations, and confidently step into the future. This is also a way to cultivate a generation of Lam Dong children who are more resilient, more proactive, and ready to integrate into the new development rhythm of their homeland in the digital age," Mr. Doan Minh Tam shared.

Comprehensive healthcare

If schools open up more learning and experiential opportunities, the health sector is contributing a crucial element to help children develop healthier and safer. Currently, children under 6 years old in the province are provided with free health insurance cards; health stations and schools cooperate in implementing school health check-ups as prescribed. The Expanded Immunization Program, improving nutritional status, preventing and controlling injuries, student health care, prenatal and newborn screening management and screening continue to be maintained to create a health foundation for children from their early years.

For children with special medical conditions, treatment opportunities are also expanded through the coordination of various social resources. The Department of Health collaborates with non-governmental organizations and philanthropists to support free surgeries for children with congenital heart defects, helping many children have better conditions to study and integrate into society.

In particular, implementing the conclusions of the Standing Committee of the Provincial Party Committee in Notice No. 319 dated April 27, 2026, and Plan No. 6446 dated May 8, 2026, of the Provincial People's Committee, the health sector has directed medical facilities to focus on periodic health check-ups and screenings for children under 6 years old and students in schools throughout the province. This activity helps to detect health risks early so that timely monitoring and intervention can be provided.

For children in disadvantaged areas, ethnic minority children, children with disabilities, and children in special circumstances, many support policies continue to be implemented in a way that is more closely aligned with their needs. The province maintains the level of meal support for disabled students studying at public inclusive education development support centers; supports ethnic minority students; implements the School Milk Program for children in ethnic minority areas studying at preschools and primary schools; and expands the group of children eligible for social assistance policies.

Along with refining policies to better suit each target group, Lam Dong will continue to mobilize social resources to support children through scholarships, healthcare assistance, playgrounds, schools, and other practical conditions to help them become more confident and secure in the future.

According to Ms. Huynh Thi Phuong Duyen, Director of the Provincial Department of Health, after the merger and implementation of a two-tiered local government system, child care continues to be implemented with closer coordination between the health sector, schools, youth organizations, local authorities, and social forces. The focus is on children in ethnic minority areas, children with disabilities, and children in disadvantaged areas, ensuring they have access to education, healthcare, recreation, and a safe and healthy environment to grow up in.
