Dongxing: A Breakthrough in Economic Development

Halfway through implementing the resolutions of the Party congresses at all levels, amidst numerous difficulties and challenges, the Party committee and government of Dong Hung district have focused on leading and directing the synchronized and decisive implementation of solutions for economic development, creating breakthroughs in various fields and contributing to improving the lives of the people.

Lan Phu Protective Equipment Manufacturing and Trading Company Limited (Dong La Industrial Cluster, Dong Hung) provides employment for 450 workers.

Investing in the development of industrial clusters.

Lan Phu Protective Equipment Manufacturing and Trading Company Limited has been operating in the Dong La Industrial Cluster for nearly two years, consistently maintaining stable production of household goods such as bags, boxes, pot holders, leather shoes, etc., for export, providing employment for over 400 workers with salaries ranging from 6 to 8 million VND per person per month.

Mr. Nguyen Manh Duan, Director of the company, shared: "Production in a cramped residential area resulted in goods not meeting US export standards, so the company decided to relocate to the Dong La Industrial Cluster. With the support and favorable conditions provided by the district and infrastructure investors, the company quickly completed the necessary paperwork, built a spacious and airy factory, and invested in modern machinery. Transportation of goods, recruitment of skilled workers, a favorable working environment, and overtime opportunities have all improved, leading to increased production capacity and product quality, meeting the standards for export to demanding markets such as Europe and the US. On average, the company produces 60,000 pairs of shoes and 100,000 other products per month, achieving billions of dong in revenue. The company aims to achieve US$1 million in exports to the US market by 2023."

In recent years, Dong Hung district has accelerated planning, invested in infrastructure construction, and developed industrial clusters to attract businesses scattered across localities and rural areas to organize concentrated, green, and sustainable production.

Mr. Vu Anh Tuan, Director of the District's Land Development and Industrial Cluster Center, said: From 2021 to the present, Dong Hung district has attracted 5 investors in industrial cluster infrastructure, completed the establishment and detailed planning of 9/9 concentrated industrial clusters with a total area of ​​515.7 hectares, attracting 137 investment projects, of which 122 projects have gone into production and business, creating jobs for over 12,000 workers, with workers in the industrial clusters earning 5-10 million VND/month. Not stopping at decisively directing and promptly handing over the cleanest land to businesses for project implementation and reforming administrative procedures, the district leaders annually organize meetings and dialogues with businesses to provide timely support, resolve difficulties and obstacles, and create conditions for businesses to maintain and develop production and business. The value of industrial and handicraft production in the district during the 2021-2023 period is estimated at over 23,000 billion VND, reaching 51.1% of the planned target.

Many secondary investment projects in the Dong La industrial cluster have become operational, providing employment for thousands of workers.

Sustainable development of crafts and craft villages.

In Dong Hung district, nine craft villages are currently being maintained and developed across five communes, along with many traditional and newly introduced crafts that produce unique, environmentally friendly products exported to many countries, such as water hyacinth weaving, sedge straws, and rattan crafts. The production value from these crafts and villages is significant, providing employment for many unemployed rural workers, contributing to changing the appearance of rural areas, and increasing the income of rural people. Among them, the confectionery village in Nguyen Xa commune is bustling year-round with over 1,500 participating households, including nearly 100 large-scale production and business establishments. Thanks to the development of confectionery production, especially the "Banh Cay" (rice cake) – a brand not only recognized in Nguyen Xa but also throughout Thai Binh province – Nguyen Xa has become one of the leading communes in economic development in the district. In particular, Nguyen Xa village's confectionery industry has 11 products from 2 establishments that have been recognized by the province as 4-star OCOP products - making it the craft village with the most OCOP products in the province.

Mr. Tran Van Duc, owner of Thien Duc confectionery processing factory in Nguyen Xa commune, said: "Initially, the factory produced by hand and sold in small quantities, but now Thien Duc rice cakes are available nationwide, with 5 products achieving OCOP 4-star rating. To maintain and develop the traditional craft and increase competitiveness, the family has invested billions of dong to expand the factory, purchase modern machinery for automated production lines; improve designs, reduce product size for easier consumption, and extend shelf life. Currently, the factory produces 30 tons per month, providing employment for over 70 workers."

Weaving water hyacinth for export in Minh Phu commune (Dong Hung district) is a newly introduced craft, but it is expanding to other localities.

Safe, large-scale livestock farming

While many people abandon farming to pursue other professions to get rich, Mr. Bui Van Tuan from Ha Giang commune gave up his tourism transportation business and returned to his hometown to invest billions of dong in renting land, building sturdy barns, planting elephant grass, and raising commercial cattle. Mr. Tuan shared: "Since 2020, I have accumulated 3 hectares of land, built barns on nearly 2 hectares to raise 55 breeding cows and calves. I always keep female calves to expand the herd, and I plant elephant grass on the remaining land as feed for the cows. To prevent diseases in livestock and ensure environmental protection, I often use biological bedding to treat cow manure and buy straw to store for the cows to eat, which saves costs and contributes to reducing environmental pollution. I installed cameras around the farm to assist in managing and monitoring the condition of the herd, the care and feeding process of the workers, and to prevent theft."

Mr. Tuan's farm was selected by Dong Hung district as one of two "core farms" to implement the project for developing commercial buffalo and cattle herds through a linked chain in the period 2019-2025 and beyond. Therefore, the district has given timely attention and support to the farm's development. The district is also focusing on directing the development of livestock farming towards farm and household-based farming associated with biosafety, raising high-productivity and high-quality livestock and poultry, and doing a good job of disease prevention and control. To date, the entire district has 84 livestock farms, 2 cooperatives and 4 livestock production groups with a total herd of 2.2 million animals.

Rapid and sustainable economic development

Through synchronized and flexible solutions, after half of the term implementing the Resolution of the 16th District Party Congress and the resolutions of party congresses at all levels, Dong Hung has basically achieved the set goals and targets, including some targets that have been exceeded. The average economic growth rate for the period 2021-2023 reached 10.7%/year, exceeding the target set by the Congress. In the three main sectors, the average value of agricultural and fisheries production increased by 2.9%/year (the Congress target was 2.86%), and notably, the value of industrial production increased by 18.3%/year (the Congress target was 14.38%). The average per capita income of the district in 2023 is estimated at 61 million VND/year. The district also focused on decisive leadership and issued many support mechanisms to create conditions for localities to accelerate the progress of building advanced new rural areas.

Mr. To Xuan Thuc, Chairman of the District People's Committee, said: For the remaining half of the term, Dong Hung will continue to pursue the goal of exploiting all resources to develop the economy rapidly and sustainably, while ensuring social welfare. Based on this, the district will continue to promote the development of concentrated agricultural production areas with unique local products, build OCOP products, and link agricultural production with the development of eco-tourism, experiential tourism, and community tourism. We will also focus on land clearance and attracting investment to fill industrial clusters. In addition, we will prioritize the development of trade and services, and implement the construction of urban areas approved by the province...
