The motivation for the people of Hoang Cuong to rise out of poverty.

In accordance with the policy of merging commune-level administrative units, Hoang Cuong (formerly Thanh Ba district) was merged based on the rearrangement of the entire natural area and population of Ninh Dan, Man Lan, and Hoang Cuong communes. The new Hoang Cuong commune has 27,890 inhabitants and a natural area of ​​over 39 km2 distributed across 42 residential areas. Identifying poverty reduction as a central and continuous task of the local Party Committee, government, and people during the 2025-2030 term, the goal remains to continue improving income and sustainably enhancing the living standards of the people.

Efforts to increase income

Hoang Cuong is a mountainous commune that is gradually overcoming difficulties and striving for development. The people here mainly rely on agricultural production for their livelihood. Therefore, the need for capital to develop production is very great, opening up opportunities for hundreds of households to rise out of poverty sustainably.

We visited the economic model of Hoang Cuong Safe Vegetable Cooperative at the very moment the cooperative members were busy tending to their summer-autumn vegetable and fruit crops. With nimble hands, harvesting the first beans of the season, Ms. Vu Thi Hong, the cooperative's director, smiled happily:

“Our cooperative has 14 members producing vegetables on a total area of ​​1.7 hectares. In 2020, many members of the cooperative received loan support under the Social Policy Bank's job creation loan program. With this capital, households invested in building greenhouses and purchasing equipment and machinery for safe vegetable production. Their diligence and hard work, along with the support from preferential loans, have helped many member households rise out of poverty and achieve stable incomes.”

It is known that, in addition to members of the safe vegetable cooperative, in Hoang Cuong commune there are hundreds of poor, near-poor, newly-escaped-from-poverty households and other policy beneficiaries who receive preferential loans to develop their economy.

In order to achieve the goal of poverty reduction and income improvement for the people, during the 2020-2025 term, the Party Committees of Hoang Cuong, Man Lan, and Ninh Dan (formerly) communes focused on leading and directing the effective implementation of two breakthroughs: building infrastructure and attracting investment to develop industry and services; and developing commercial agriculture associated with the application of science and technology .

Accordingly, the Party Committee has developed and implemented four thematic resolutions; developed 3-star OCOP sour cassava products; consolidated agricultural service cooperatives; and strictly implemented directives from higher levels on developing agricultural production towards commodity production and high technology on land areas after land consolidation, contributing to increased income.

The commune Party Committee has created favorable conditions for 750 companies, business households, and production households in the area to serve the people's production, including 35 operating companies and 500 business households and production households.

Under the close guidance of the commune Party Committee, focusing on social welfare programs, production support, and vocational training, the commune has eliminated 39 temporary houses for poor households and families of war veterans during the past term, ensuring that there are no more temporary or dilapidated houses in the area. Preferential loan programs from the Social Policy Bank have been effectively implemented, supporting poor, near-poor, and newly-escaped-from-poverty households in developing production.

In particular, the commune facilitated the employment of 150 workers abroad on fixed-term contracts, contributing to increased income and improved living standards. Thanks to the decisive implementation of effective poverty reduction solutions, the poverty rate in the commune has now decreased to 4.5%, and the near-poverty rate has also significantly decreased to 4.67%, exceeding the resolution's target. The average income in the commune has reached 47 million VND/person/year. To date, all three (former) communes have achieved the new rural standard.

Focus on implementing breakthrough initiatives.

Speaking with reporters, Comrade Mai Xuan Dung, Secretary of the Party Committee of Hoang Cuong commune, said: In order to continue to increase income and improve the lives of the people, contributing to poverty reduction, the First Congress of the Party Committee of Hoang Cuong commune, term 2025-2030, has identified breakthroughs and key solutions, focusing on sustainable socio-economic development.

In this context, developing concentrated agricultural production areas linked to key products is a crucial task. The commune will prioritize the formation of high-quality specialized production areas, especially for tea, fruit trees, and intensive aquaculture. Safe and environmentally friendly production models will be encouraged, along with perfecting the supply chain from production to processing to consumption.

Promoting digital transformation and building a service-oriented administration are driving forces for local development and improving the quality of life for the people.

The second breakthrough is to promote digital transformation, digital government, and digital society. The commune aims for 100% of commune-level officials and civil servants to receive digital skills training and master technology in management and administration. The rate of administrative procedures processed online throughout the entire process will reach 95% or higher, with the promotion of using the VNeID application and implementing Project 06. This is the foundation for Hoang Cuong to build smart residential areas, with the goal of achieving 1-2 smart residential areas by 2030.

To promote local employment and increase people's income, the commune will continue to attract investment and develop industry, handicrafts, and services. By 2030, Hoang Cuong aims to have 40 businesses operating in the area, while converting 10 individual production and business establishments into enterprises.

Industries such as garment manufacturing, mechanical engineering, wood processing, transportation services, healthcare, and vocational training will be encouraged to develop. Socio-economic infrastructure will be prioritized, with plans to build and upgrade 11.5 km of rural roads and irrigation works, schools, and health stations.

Key projects such as the expansion of the Z121 factory and the Song Thao limestone quarry will receive support in land clearance, facilitating investment attraction and job creation for local people, increasing their income, and reducing the multidimensional poverty rate to 3.5% by 2030. Vocational training programs, job placement, and production support will be implemented synchronously, ensuring people have access to capital, technology, and markets.
