Driving forces for breakthroughs in socio-economic development in Ha Tinh City.

(Baohatinh.vn) - Determined to maintain double-digit growth by the end of 2025, Ha Tinh City is focusing on key drivers to stimulate development starting from the second quarter.

Promoting investment projects

Since the beginning of April, the pace of construction projects in Ha Tinh City has become more bustling. During this time, favorable weather conditions have helped construction units complete their work effectively according to schedule. In addition, the city government has provided decisive direction, aggressively promoting the progress of investment projects to ensure capital disbursement; conducting comprehensive reviews and inspections of projects, especially public investment projects, to ensure progress, quality, and investment management in accordance with legal regulations, ensuring smooth and efficient operation and meeting the expectations of the people.

Tan Hai Son Construction Joint Stock Company (Ha Tinh City) is focusing intensely on completing the Xuan Dieu extended road project on schedule.

Mr. Tran Anh Tuan, a technical officer at Tan Hai Son Construction Joint Stock Company (Ha Tinh City), said: “The company is responsible for constructing the road and infrastructure of the extended Xuan Dieu road project, from Km00+0 to Km00+738. To date, the unit has completed nearly 90% of the work, ensuring quality and timely disbursement of funds. In the next few days, when the weather improves, the unit will proceed with asphalt paving, sidewalk construction, and curb installation, striving to complete the project before the April 30th - May 1st holiday.”

The extended Xuan Dieu Street, a major urban artery connecting the northern part of the city, has taken shape.

According to the City People's Committee, from the beginning of the year until now, Ha Tinh City has had 22 new projects started; the City People's Committee also approved 25 new projects. Regarding budget disbursement, out of 172 projects allocated local capital in the 2025 plan, 45 projects are currently completing investment procedures, 15 projects have had their economic and technical reports and feasibility studies approved, 83 projects have started construction or are under construction, and 29 projects have been completed; disbursement has reached 91.6/639.2 billion VND, equivalent to 14.5% of the allocated plan. The disbursement of central and provincial budget funds is being expedited.

To create a breakthrough for investment, Ha Tinh City continues to focus on directing and accelerating the construction progress of key projects such as: the priority infrastructure and urban development project adapting to climate change in Ha Tinh City; coordinating with departments and agencies to implement the project to extend the Xo Viet Nghe Tinh road to the East; accelerating the construction of the Eastern Ring Road project; the extended Xuan Dieu road project... At the same time, it directs the intensive construction of infrastructure upgrade projects, especially those in the central area such as Nguyen Du, Vo Liem Son, and Xo Viet Nghe Tinh roads... to ensure completion according to the critical schedule.

Continue to urge the commencement of new projects according to plan, while simultaneously accelerating land clearance, construction, and disbursement of public investment funds, addressing outstanding construction debts, and ensuring projects are implemented smoothly and efficiently. This will not only help the central government effectively manage public investment and accelerate budget disbursement, but also create momentum to attract more investment from the entire society in the development of strategic infrastructure and urban areas, acting as a "driving force" for socio-economic growth.

Accelerate the implementation of socio-economic targets.

According to Chairman of the City People's Committee Nguyen Trong Hieu, the socio-economic growth target for 2025 is to strive for over 10%. Besides the investment pillar, it is necessary to activate breakthroughs in all sectors and fields, especially continuing to boost budget revenue collection in the area, promoting the development of key economic sectors, and focusing on implementing tasks related to building a civilized urban area and developing new rural areas…

The Chairman of the City People's Committee requested that departments, units, and localities review, rectify, and overcome existing shortcomings and limitations in the implementation of tasks in the past; and, within the framework of the annual plan, focus on timely implementation to ensure that targets and tasks are achieved on schedule.

Currently, Ha Tinh City has many advantages for economic development. Not only is its central urban area developing rapidly and modernly, but its geographical location, after the merger of commune-level administrative units, has expanded the space for developing a wide range of industries, from agriculture and industry to services and tourism. This will be the main driving force for the central city to achieve breakthroughs in economic growth, creating a strong shift in the economic structure towards a significant increase in trade, services, and tourism. In the second quarter, tourism and services were the two key sectors targeted for stimulus.

Thach Hai Beach boasts a pristine and friendly beauty, making it an ideal destination for locals and tourists alike during the summer.

Mr. Bui Dinh Lam, Chairman of the People's Committee of Thach Hai commune, said: “From the first quarter, the leaders of Ha Tinh City assigned specialized departments to coordinate and support the locality in developing a plan for the beach tourism season and launching Thach Hai beach tourism in 2025. The city also prioritized investment capital for several items to upgrade and beautify the beach; and socialized investment in garbage screening machines to create a neat and tidy landscape to welcome tourists during this year's beach tourism season. With the support of the city, we have also organized meetings with 20 restaurants and eateries on the beach, signing commitments on food safety and hygiene, fire prevention and control, and other safe business conditions…; mobilizing and coordinating with forces to trim trees, beautify the landscape, and clean the environment at the beach, ready for a vibrant beach tourism season.”

To prepare for the upcoming beach tourism season, 400 youth union members from the city coordinated with local authorities to launch an environmental cleanup campaign, collecting and disposing of garbage to clean up the beach.

The movement to build new rural areas and civilized urban areas is being accelerated by localities. With a spirit of upholding responsibility, trust, and absolute consensus on the policy of reorganizing the political system's apparatus, each official, Party member, and citizen continues to contribute their efforts daily to building their homeland.

It is expected that from the second quarter onwards, the trade and service sectors in the area will experience significant growth.

The criteria for advanced new rural communes and model new rural communes have been improved in quality; administrative discipline and urban order have been strengthened. In particular, the movement to eliminate temporary and dilapidated houses in localities has mobilized the participation of the entire political system, contributing over 11.6 billion VND to build new houses for 184 poor households, near-poor households, and policy beneficiary families in the area.

In addition, Ha Tinh City continues to implement solutions to increase budget revenue, prioritize the development of urban agriculture associated with ecological and green cities, efficiently utilize land and resources, protect the environment, and adapt to climate change; and promote administrative reform, creating conditions for the city to achieve impressive breakthroughs.
