At the 26th session held from December 9 to 11, 2024, many delegates of the Cao Bang Provincial People's Council gave their opinions on the results of implementing the National Target Program 1719 as well as proposed contents that need to be deployed in the coming time.

Overcoming difficulties to "reach the finish line"

From December 9 to 11, the Cao Bang Provincial People's Council held its 26th session. This is a regular year-end meeting to evaluate the results of implementing socio -economic development targets in 2024 and set out directions and tasks for 2025.

Reporting to the Provincial People's Council delegates, Ms. Nguyen Bich Ngoc, Standing Vice Chairwoman of Cao Bang Provincial People's Committee, said that 2024 passed with many difficulties and challenges for Cao Bang province in implementing socio-economic development targets. In particular, the natural disaster situation in the province was very complicated, causing heavy damage to the province in all fields.

“In 2024, there will be 17 natural disasters in the province. Including 1 severe cold spell; 5 tornadoes, lightning, hail; 11 heavy rains, floods, landslides. Especially storm No. 3 (Yagi) and the storm circulation, causing damage to people, property of the state and people, with an estimated total damage of over 1,100 billion VND,” Ms. Ngoc said.

In that context, with the determination of the entire political system, Cao Bang province has effectively implemented socio-economic development programs and projects, especially the National Target Programs. By the end of 2024, the province's socio-economic situation had achieved quite comprehensive results in all fields, continued to grow well, achieved and exceeded 12/17 targets.

In particular, many economic indicators in 2024 of Cao Bang province have achieved a good growth rate. Of which, the industrial production value is estimated at 6,593.76 billion VND, up 10.9% over the same period last year; total retail sales of goods and consumer services are estimated at 12,146 billion VND, up 12.17%; total tourism revenue is estimated at 1,500 billion VND, up 12.4%; total budget revenue is estimated at 2,292 billion VND, reaching 129.6% of the Central budget estimate, reaching 119.5% of the Provincial People's Council budget estimate, up 9% compared to 2023...

According to Permanent Vice Chairwoman of Cao Bang Provincial People's Committee Nguyen Thi Bich Ngoc, along with economic development, cultural and social fields in the province continue to have many advances, ensuring harmony with economic development; the quality of life of the people continues to improve.

“Ethnic policies and programs and projects to support ethnic minorities have been implemented synchronously and effectively, contributing to improving people's material and spiritual lives, thereby enhancing consensus among the people and consolidating the strength of great national unity,” said Ms. Ngoc.

Continue to unleash the motivation

Within the framework of the 26th session, 141 opinions of Cao Bang Provincial People's Council delegates were recorded contributing to the report on the results of implementing socio-economic development targets in 2024 and the directions and tasks for 2025. Many opinions of the People's Council delegates focused on clarifying the results of implementing the National Target Program 1719 as well as proposing contents that need to be implemented in the coming time.

Nong Van Phong, Deputy Secretary of the Bao Lam District Party Committee, said the district is currently facing difficulties in allocating capital to implement residential stabilization projects to urgently relocate households in areas at high risk of landslides. Therefore, the district recommends that the province continue to pay attention to directing and prioritizing capital support for the district to implement.

“Through voter meetings, Bao Lam district voters have repeatedly made recommendations on providing national grid electricity to hamlets and communes that do not have electricity. We request that the province continue to pay attention to investing in the construction of projects to provide grid electricity to households; at the same time, continue to invest in a number of projects to upgrade roads and provide clean water in the district,” Mr. Phong suggested.

Regarding the financial sector, delegates of the Cao Bang Provincial People's Council unanimously agreed that the capital sources of the National Target Programs, especially the National Target Program 1719, are the driving force for Cao Bang province to develop its socio-economy. However, the capital disbursement rate is low, especially the career capital has only disbursed 16.9% of the plan; the capital disbursement from 2023 to 2024 alone only reached about 42% of the plan.

Notably, some projects are currently allocated capital from 2023 and 2024. If they cannot be disbursed, their capital will be withdrawn to the central budget; for local budgets, it will be withdrawn to the provincial budget according to regulations. This will affect the socio-economic development of the locality, causing disadvantages for ethnic minority households that benefit.

In addition, delegates of the Cao Bang Provincial People's Council also requested the Provincial Social Policy Bank to continue promoting preferential credit programs, especially policy capital to implement the National Target Program 1719 according to Decree No. 28/ND-CP. This is a particularly important source of capital to improve production and business, and address the urgent needs of poor households and ethnic minority households in the province.

Removing obstacles in implementing the National Target Program 1719 in Cao Bang province is very necessary to continue to promote the implementation of socio-economic development targets of the province in 2025; including the target on new rural construction.

In 2024, there were 17 natural disasters in the province, especially storm No. 3 (Yagi) and the post-storm circulation, causing damage to people and property of the state and people, with an estimated total damage of over 1,100 billion VND. A3:

According to Mr. Nong Quoc Hung, Director of the Department of Agriculture and Rural Development of Cao Bang province, in 2024, the province strives to have 05 communes meeting 17-18 criteria, but by the end of October 2024, only 2 communes have met; the criteria that have not been met are mainly cultural institutions in hamlets and residential houses.

To complete the goal by 2025, Cao Bang province will have 13 more communes meeting the NTM standards. Completing the remaining criteria requires large investment resources. In particular, cultural institutions and residential housing are items subject to investment under the National Target Program 1719. Therefore, Cao Bang province needs to take advantage of these resources to improve the current situation of "white districts and NTM communes".

In 2025, Cao Bang province strives to increase its gross regional domestic product (GRDP) by 8%; GRDP per capita by 60 million VND; the number of communes meeting national standards on commune health care by 94.4%; trained workers by 51.2%; reduce the poverty rate by over 4%; have at least 13 more communes meeting NTM criteria; forest cover rate by 60%...
