Overcoming difficulties to "reach the finish line"

“In 2024, there were 17 natural disasters in the province. Including 1 severe cold spell; 5 tornadoes, lightning, hail; 11 heavy rains, floods, landslides. Especially storm No. 3 (Yagi) and the storm circulation, causing damage to people, property of the state and people, with an estimated total damage of over 1,100 billion VND,” said Ms. Ngoc.
In that context, with the determination of the entire political system, Cao Bang province has effectively implemented socio-economic development programs and projects, especially the National Target Programs. Continue to unleash the motivation

Therefore, the district recommends that the province continue to pay attention to directing and prioritizing capital support for the district to implement.
“Through meetings with voters, voters of Bao Lam district have repeatedly made recommendations on providing national grid electricity to hamlets and communes that do not have electricity. We request that the province continue to pay attention to investing in the construction of projects to provide grid electricity to households; at the same time, continue to invest in a number of projects to upgrade roads and provide clean water in the district,” Mr. Phong suggested.
Regarding the financial sector, delegates of the Cao Bang Provincial People's Council unanimously agreed that capital from the National Target Programs, especially the National Target Program 1719, is the driving force for Cao Bang province to develop its economy and society. However, the capital disbursement rate is low, especially the career capital has only disbursed 16.9% of the plan; the disbursement of capital from 2023 to 2024 alone only reached about 42% of the plan.
Notably, some projects are currently allocated capital from 2023 and 2024. If they cannot be disbursed, their capital will be withdrawn to the central budget; for local budgets, it will be withdrawn to the provincial budget according to regulations. This will affect the socio-economic development of the locality, causing disadvantages for ethnic minority households that benefit.
In addition, delegates of the Cao Bang Provincial People's Council also requested the Provincial Social Policy Bank to continue promoting preferential credit programs, especially policy capital to implement the National Target Program 1719 according to Decree No. 28/ND-CP. This is a particularly important source of capital to improve production and business, and address urgent needs of poor households and ethnic minority households in the province.
Removing obstacles in implementing the National Target Program 1719 in Cao Bang province is very necessary to continue to unblock the driving force for implementing the province's socio-economic development targets in 2025; including the target on new rural construction (NTM).
According to Mr. Nong Quoc Hung, Director of the Department of Agriculture and Rural Development of Cao Bang province, in 2024, the province strives to have 05 communes meeting 17-18 criteria, but by the end of October 2024, only 2 communes have met; the criteria that have not been met are mainly cultural institutions in hamlets and residential housing.
To complete the goal by 2025, Cao Bang province will have 13 more communes meeting the NTM standards. Completing the remaining criteria requires large investment resources. In particular, cultural institutions and residential housing are items subject to investment under the National Target Program 1719. Therefore, Cao Bang province needs to take advantage of these resources to improve the current situation of "no district, no NTM commune".
