According to the report of the Department of Agriculture and Environment, based on the data reported from localities, in 2018 the Provincial People's Committee issued Decision No. 2976/QD-UBND approving the plan for management and exploitation of public land funds in the province. This decision shows that the whole province has more than 30,000 public land plots, of which the public land fund managed and used by the commune level is more than 29,000 plots and the Provincial Land Fund Development Center manages more than 1,100 plots.
After that, the Provincial People's Committee issued many plans to assign the District People's Committee, Commune People's Committee, relevant departments, branches and units to review and handle existing problems with public land funds to approve plans for management and exploitation of public land funds. During the review process, the number of public land plots fluctuated quite significantly. Specifically, the public land fund managed and used by the Commune People's Committee is still more than 20.8 thousand (a decrease of more than 8.2 thousand). The Provincial Land Fund Development Center is assigned to manage 202 land plots with an area of more than 2.1 thousand hectares. Thus, the remaining number is about 21 thousand plots/land plots.
Some difficulties and problems in implementing the current plan for management and exploitation of public land funds are: The work of declaration, measurement, boundary determination, proposal for granting certificates, dispute settlement, leasing and lending is still slow; the number of commune-level land plots reported is large but regular review to adjust fluctuations is not timely; the process of establishing, reviewing and approving plans for land use for recovered and handed over to localities still faces many difficulties.
At the meeting, the District People's Committee and the Land Fund Development Center explained the reasons for the changes in the number of public land plots/areas. The progress of implementing legal tasks related to the land for management and exploitation purposes. At the same time, proposed solutions for managing public land plots when implementing a two-level government.
Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said that the province has a large public land fund, but the exploitation to create momentum for socio -economic development is not effective. This not only causes difficulties for management but also wastes resources.
The provincial People's Committee leaders requested that from now until June 15, the district People's Committees must finalize the data on public land in the area; report the number of land plots that have been and are being legally resolved; existing problems and tasks that need to be further resolved. Report to the Department of Agriculture and Environment for synthesis and report to the provincial People's Committee.
After the new commune level comes into operation, the Department of Agriculture and Environment continues to request the commune level to count the number of public lands in the area according to the new administrative boundaries, report and propose the Provincial People's Committee to adjust the decision approving the plan for management and exploitation of public land funds in the province.
The Land Fund Development Center also reviewed and, if necessary, submitted a report before June 15. In July, advised the Provincial People's Committee to issue a decision regulating the procedures for short-term land lease; prepared and submitted to the Provincial People's Committee a list of short-term land leases for lease.
