VEC responds to the intersection of Highway 319 with Ho Chi Minh City - Long Thanh

Accordingly, VEC said: Always support the opinion of Dong Nai Provincial People's Committee on the necessity of investing in completing the intersection of Road 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway to synchronize connections and promote investment efficiency according to local planning.

Also according to VEC, the Ho Chi Minh City - Long Thanh Expressway Expansion Project is a key project, connecting with Long Thanh International Airport, so the implementation requirement is very urgent. The Prime Minister has assigned VEC as the project's managing agency, implementing the investment in the form of an emergency construction project. The project was started on August 19, 2025, and contractors are starting construction to basically complete it in 2026 under the direction of the Prime Minister. With the special nature of both design and construction, VEC is coordinating with relevant agencies to complete the construction design documents to be implemented after the basic design for the project, meeting the contractor's construction progress on site.

Regarding the implementation of the investment to complete the intersection of Highway 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, VEC requested the Department of Economics - Construction Investment Management to consider and give opinions to the People's Committee of Dong Nai province on determining the progress of investment in infrastructure items connecting with Highway 319 in Long Thanh commune, Dong Nai province. At the same time, Dong Nai province has a commitment on the progress of compensation, site clearance, resettlement, technical infrastructure relocation... (in case of any arising issues) when implementing the investment to complete the intersection.

Based on local commitments, construction progress on the Ho Chi Minh City - Long Thanh Expressway Expansion Project and the project's ability to balance capital sources, VEC will work with local management units to develop and evaluate specific investment plans. Carry out investment project adjustment procedures according to authority as a basis for construction implementation if the investment plan is feasible and effective.

At the same time, to coordinate and speed up the procedures, VEC will assign the Southern Expressway Project Management Board (VEC representative at the scene) to urgently work and closely coordinate with the advisory agencies of Dong Nai province to research and prepare related investment procedures according to regulations.

Previously, the Provincial People's Committee sent a document to the Ministry of Finance and the Ministry of Construction to consider and request VEC to add the investment item to complete the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project. In particular, Dong Nai province proposed to add the investment item to complete the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project. The Department of Economics - Construction Investment Management then sent a document to VEC requesting urgent coordination with the locality to study and propose investment to complete this intersection.
