On September 25th, Acting Chairman of the Provincial People's Committee Vo Tan Duc, along with leaders of various departments, agencies, and localities, met and worked with a delegation from the Ministry of Transport led by Deputy Minister Le Anh Tuan regarding the progress of the Bien Hoa - Vung Tau expressway project, phase 1.

Event - Dong Nai: Bien Hoa - Vung Tau Expressway Project Not Meeting Schedule

Deputy Minister of Transport Le Anh Tuan delivered his remarks at the working session.

According to the Ministry of Transport, the Bien Hoa - Vung Tau expressway project is a key national project.

However, to date, the progress of land clearance and investment disbursement remains slow. The entire project has five construction packages, but one package still has not completed the contractor selection process.

Regarding land clearance, localities have completed the handover of nearly 27% of the area, mainly concentrated in component project 3 in Ba Ria - Vung Tau province (reaching nearly 80%). However, for components project 1 and 2 in Dong Nai province, the area of ​​land handed over is still limited.

Regarding the disbursement of funds, out of the total capital of over 5.1 trillion VND allocated for 2023, only over 2.7 trillion VND has been disbursed so far, reaching approximately 52% of the planned capital.

According to Deputy Minister of Transport Le Anh Tuan, the biggest concern currently is that out of the total capital allocated for 2023, approximately 3.5 trillion VND belongs to the socio -economic recovery and development program.

This funding is only available for disbursement until the end of 2023 and needs to be disbursed early to ensure timely completion and to create momentum for socio-economic development.

During the meeting, the Acting Chairman of the Provincial People's Committee also proposed solutions to the Ministry of Transport to accelerate the project's progress.

Accordingly, it is recommended that the Ministry of Transport and Communications provide feedback to the Government and the National Assembly to allow the province to use the remaining resettlement land plots of the Long Thanh International Airport project to arrange resettlement for the Bien Hoa - Vung Tau expressway project.

Overview of the working session

The Ministry of Transport has requested the Government to consider and approve the revised land use plan for security and defense purposes related to the No. 4 Juvenile Detention Center area as soon as possible, so that the Ministry of Public Security can promptly hand over the land to the project. The Ministry also requested the State Capital Management Committee, the Vietnam Rubber Group, and other relevant units to expedite the land handover procedures for the project.

The Ministry of Transport has proposed to the Ministry of Natural Resources and Environment to extend the special mechanism for exploiting mineral resources used as common construction materials until the end of 2024, in order to supply materials for the project's construction.

At the same time, review the documents and promptly approve the conversion of approximately 40 hectares of rice paddy land to build a resettlement area in Phuoc Tan ward, Bien Hoa city, to provide resettlement for the people.
